Core Responsibilities

Primary Functions

  • Serve as the primary Action Officer for complex initiatives by coordinating across directorates, agencies, contractors, and stakeholders to consolidate inputs, assign tasks, set deadlines, and ensure timely delivery of decisions and products to senior leaders.
  • Draft, edit, and finalize high-visibility correspondence including decision papers, memorandum for record, talking points, formal memoranda, and executive summaries tailored for Flag/SES-level review and signature.
  • Prepare and deliver concise, graphics-driven briefings and slide decks (PowerPoint) that synthesize complex technical, operational, and policy data into clear recommendations for senior leadership and external partners.
  • Maintain and manage the action tracker/tasker database (e.g., SharePoint, JIRA, Excel tasker logs), ensuring each task has a clear owner, milestone dates, status updates, and escalation path, and produce weekly status reports.
  • Lead and facilitate cross-functional working groups and interagency meetings: develop agendas, chair sessions, capture meeting minutes, document decisions and action items, and follow up to closure.
  • Translate strategic guidance and leadership direction into implementable tasking instructions, schedule deliverables, assign responsibility across teams, and verify completion against acceptance criteria.
  • Conduct policy analysis and develop options papers that include impact/risk assessments, resource implications, legal considerations, and recommended lines of effort to enable decision quality choices.
  • Coordinate with legal, ethics, budget, acquisition, and human resources advisors to ensure proposed actions comply with regulatory requirements and are executable within resource and statutory constraints.
  • Coordinate and prepare time-sensitive responses to Congressional inquiries, Inspector General requests, audits, and external oversight actions; ensure accuracy, auditability, and timely submission.
  • Track and manage program metrics and key performance indicators (KPIs); develop dashboards and analytic reports that inform leadership decisions and demonstrate program progress and risk posture.
  • Develop, maintain, and update Standard Operating Procedures (SOPs), checklists, playbooks, and templates to standardize staff processes, reduce rework, and increase organizational efficiency.
  • Manage small to medium budgets and resource allocations related to assigned initiatives: draft budget estimates, track expenditures, and support budget formulation and execution processes.
  • Support crisis and contingency operations by rapidly consolidating situational information, drafting options for leadership, executing crisis action plans, and maintaining up-to-date situational awareness products.
  • Ensure rigorous records management and information governance, including proper handling of classified/unclassified materials, FOIA responsiveness, and auditable filing systems.
  • Oversee travel, logistical planning, and administrative support for senior-level engagements and multi-day conferences, ensuring compliance with travel policy and mission requirements.
  • Mentor and supervise junior action officers, interns, and administrative staff by providing tasking guidance, reviewing work product, coaching on staff processes, and supporting professional development.
  • Coordinate with contracting officers and program managers to draft statements of work, evaluate vendor submissions, and manage deliverables from external contractors supporting action officer tasks.
  • Conduct after-action reviews and lessons-learned analyses following major events or initiatives, compiling improvement recommendations and driving process changes to close gaps.
  • Execute stakeholder engagement strategies to build consensus and partnerships across internal teams, other agencies, non-governmental partners, and allied organizations to advance objectives.
  • Administer security and access requirements for events and briefings: coordinate with INFOSEC/COMSEC staff, manage access rosters, track classification guidance, and ensure briefings conform to security policy.
  • Anticipate roadblocks, perform escalation management, and proactively propose mitigation strategies that keep projects on schedule while preserving decision quality.
  • Produce high-quality written products under tight deadlines, converting technical or operational inputs into readable, actionable documents that meet organizational style and policy standards.

Educational Background

Minimum Education:
