Core Responsibilities

Primary Functions

  1. Conduct in‑depth research and analysis on operational processes, administrative systems and service delivery gaps to identify efficiencies and improvement opportunities.
  2. Collect, compile and interpret administrative and programmatic data, generate statistical reports, trend analyses, forecasting models and present findings to senior leadership.
  3. Evaluate existing policies, procedures and administrative workflows; recommend revisions or new procedures to enhance compliance, reduce cost and improve efficiency.
  4. Monitor departmental budgets, track expenditures, prepare variance reports, provide cost‑control recommendations and support budget planning and resource allocation.
  5. Serve as liaison between departments (e.g., HR, Finance, IT, Facilities) to ensure administrative requirements are captured, communicated and executed across functional areas.
  6. Develop, maintain and distribute management dashboards, key performance indicators (KPIs) and operational metrics to support decision‑making and performance monitoring.
  7. Manage and coordinate special projects relating to administrative operations, such as system upgrades, service redesigns, office relocations or process automation initiatives.
  8. Lead the formulation of standard operating procedures (SOPs), policy manuals and process documentation and support their dissemination, training and implementation.
  9. Oversee records management and archive processes: ensure files (electronic and hard copy) are maintained, disposed of per retention schedules, accessible and compliant with regulations.
  10. Assist in vendor contract analysis, service level agreement (SLA) monitoring, performance reviews and cost‑effectiveness evaluations of outsourced administrative services.
  11. Facilitate onboarding and training for administrative team members: develop training materials, coordinate sessions, monitor proficiency and maintain documentation of activities.
  12. Support the preparation and review of board or executive‑level meeting materials: produce reports, compile action item logs and ensure timely distribution of documentation.
  13. Analyze and streamline meeting/room scheduling, resource allocation, staff travel logistics and front‑office operations to ensure efficient coordination and utilisation.
  14. Collaborate in organisational change management activities: identify administrative impacts, develop implementation plans, assist stakeholders and monitor outcomes.
  15. Ensure compliance with legal, regulatory, audit and governance requirements affecting administrative operations, including data protection, records retention, health & safety and procurement standards.
  16. Conduct cost‑benefit and feasibility studies for proposed administrative enhancements, prepare business cases, and support management in resource planning and investment decisions.
  17. Handle ad‑hoc research assignments, compile background information, prepare briefings for management and translate data into clear recommendations and next steps.
  18. Update and maintain internal systems and databases supporting administrative operations: ensure integrity, perform validation checks, coordinate with IT for enhancements and user support.
  19. Provide interpretive support for administrative data: identify trends in staffing, supply usage, space utilisation, service response times and propose improvement strategies.
  20. Continuously review and refine administrative processes, support automation efforts, monitor effect of changes and report on performance improvements and cost savings.

Secondary Functions

Educational Background

Minimum Education:
Bachelor’s degree in Business Administration, Public Administration, Finance, Data Analytics or a related discipline.
