Core Responsibilities

Primary Functions

  • Develop and lead a multi-year advocacy strategy aligned to organizational goals, including clear objectives, KPIs, timelines, resource plans, and contingency scenarios to influence federal, state, and local policy outcomes.
  • Serve as the principal liaison to elected officials, regulators, legislative staff, and agency decision-makers; build trusting relationships and maintain a proactive presence on priority policy issues.
  • Design and execute integrated campaigns that combine grassroots mobilization, grasstops engagement, digital advocacy, earned media, and targeted lobbying to secure legislative wins and regulatory changes.
  • Lead coalition-building efforts by identifying, recruiting, and coordinating partner organizations, industry groups, community leaders, and subject-matter experts to amplify shared policy goals.
  • Oversee the development of persuasive policy messaging, talking points, testimony, op-eds, and briefings tailored for lawmakers, regulators, partners, and the public to drive influence and public support.
  • Manage government relations activities, including legislative tracking, bill analysis, testimony preparation, and direct lobbying while ensuring adherence to lobbying compliance, reporting, and disclosure requirements.
  • Supervise, mentor, and scale a high-performing advocacy team (e.g., managers, organizers, lobbyists, communications staff), including hiring, performance management, professional development, and talent planning.
  • Collaborate with legal counsel to vet policy positions, ensure regulatory compliance, and navigate political risks, including conflicts of interest and corporate governance considerations.
  • Oversee strategic engagement with funders, major donors, and philanthropic partners to secure advocacy funding, grants, and in-kind support for campaigns and strategic initiatives.
  • Build and maintain a robust stakeholder engagement plan that maps influence, assigns outreach priorities, and tracks relationship health across government, civic, corporate, and community stakeholders.
  • Use data and research to inform strategy: commission briefings, synthesize policy analysis, run opposition research, and translate quantitative and qualitative insights into actionable campaign tactics.

  • Monitor legislative calendars, rulemakings, and appropriation cycles to proactively position the organization for amendments, committee hearings, and regulatory comment periods.
  • Drive continuous improvement by establishing post-campaign reviews, capturing lessons learned, and institutionalizing best practices for future advocacy efforts.
  • Advocate internally to align program, development, communications, and operations teams on advocacy timelines, resource needs, and impact reporting to senior leadership and the board.
  • Champion equity, inclusion, and community voice within advocacy strategies by integrating lived-experience leaders and ensuring underrepresented communities are centered in policy solutions.

Educational Background

Minimum Education:
