Core Responsibilities

Primary Functions

  • Lead the analysis, design, and implementation of airspace structure changes, route network optimizations, and sectorization initiatives to increase capacity and reduce delays while maintaining regulatory safety margins.
  • Develop, document, and validate ATM operating procedures, phraseology, and control techniques consistent with ICAO Annexes, national regulations, and ANSP guidance to ensure safe and harmonized operations.
  • Plan and coordinate trajectory-based operations (TBO) and Performance Based Navigation (PBN) deployments, including RNAV/RNP procedures, to improve efficiency, predictability, and fuel savings for airlines.
  • Design and execute air traffic flow management (ATFM) measures, slot coordination, demand-capacity balancing and collaborative decision-making (CDM) processes to mitigate congestion during peak operations and disruptions.
  • Conduct safety assessments, safety cases, and risk analyses (including SORA and FRAT-style assessments) for proposed ATM changes, ensuring mitigation measures are identified, tracked and implemented.
  • Lead operational trials and live trials of ATM systems (A-SMGCS, SWIM, AMAN/DHMI, CPDLC, ADS‑B/MLAT) from planning through data collection, performance evaluation and recommendations for operational adoption.
  • Manage stakeholder engagement with regulators, airlines, airport operators, defense authorities, and adjacent ANSPs to align operational requirements, interoperability, and slot/traffic management policies.
  • Perform capacity and demand forecasting, traffic flow modeling, and simulation (e.g., FAST, TAAM, RAM or bespoke tools) to quantify performance improvements and support business cases.
  • Prepare, present and defend technical reports, operational concept documents, cost-benefit analyses and implementation roadmaps to senior leadership and regulatory authorities.
  • Monitor and analyze operational performance indicators (delay minutes, throughput, sector occupancy, safety occurrence trends) and implement continuous improvement initiatives to meet KPIs.

  • Provide expert support for contingency and disruption management planning, including rerouting strategies, military coordination and emergency response procedures.
  • Define system requirements, testing protocols and acceptance criteria for ATM system procurements and upgrades; collaborate with procurement and engineering teams during vendor evaluation and integration.
  • Manage data-driven ATM projects by defining data requirements (flight plan, surveillance, meteorological data), data sharing agreements, and ensuring compliance with SWIM principles and cybersecurity policies.
  • Serve as the technical lead for interoperability and integration testing between ATM subsystems, ensuring end-to-end validation of capabilities such as automated coordination and trajectory exchange.
  • Mentor and train operational staff, controllers, and junior ATM engineers on new procedures, tools and concepts to enable smooth transition from trial to routine operations.
  • Support capacity crisis and demand surge planning by creating scalable operational solutions and recommending tactical measures to preserve safety and minimize economic impact.
  • Maintain up-to-date knowledge of global ATM modernization programs (SESAR, NextGen), regulatory changes and emerging technologies (U-space, unmanned traffic management, AI-assisted decision support) to inform local strategy and adoption.
  • Ensure all ATM activities comply with national and international regulations, environmental requirements (noise-abatement, fuel efficiency), and stakeholder service-level agreements.
  • Oversee post-implementation reviews and lessons-learned exercises, capturing performance outcomes and making iterative improvements to procedures and system configurations.
  • Coordinate cross-border ATM coordination projects including cross-border sectorisation, military-civil coordination and harmonization of ATM procedures across FIR boundaries.
  • Drive the development of contingency routing, holding pattern procedures, and tactical measures for severe weather, runway closures, or other capacity-limiting events to sustain safe operations.
  • Lead human factors integration for new ATM procedures and systems to ensure controller workload, situational awareness, and ergonomics are adequately considered and tested.
  • Prepare and manage budgets, timelines and resource allocations for ATM implementation projects, ensuring on-time delivery and alignment with organizational priorities.
  • Support compliance audits and certification activities by regulators and external auditors, providing technical evidence, safety documentation and operational readiness reports.

  • Provide technical advice and subject-matter expertise to tender evaluations, contract negotiations and vendor management for ATM system procurements and upgrades.

Education & Experience

Educational Background

Minimum Education:

  • Bachelor’s degree in Aviation, Aerospace Engineering, Air Traffic Management, Aerospace Systems, Systems Engineering, or a related technical discipline.

Preferred Education:

  • Master’s degree in Air Traffic Management, Aerospace Engineering, Transportation Planning, Systems Engineering, or an MBA with aviation focus.
  • Additional certifications such as MOD A/B/C controllers’ endorsements, ICAO PBN/ATM courses, or project management (PMP/PRINCE2) are advantageous.
