Core Responsibilities
Primary Functions
- Develop, implement and continuously refine shelter-wide animal welfare policies, standard operating procedures (SOPs), and protocols to ensure compliance with local, state and federal animal health and welfare regulations while promoting best practices in humane handling and care.

- Develop, monitor and manage the animal care operating budget including supplies, medical expenses, facility maintenance, staffing and contract services; identify cost-saving opportunities without compromising animal care standards.
- Oversee adoption and foster program strategy, including marketing, screening and matching processes, post-adoption support and metrics to improve placement success and reduce return rates.
- Lead incident response and investigation for animal cruelty, neglect or hoarding cases; coordinate evidence collection, multi-agency collaboration, legal reporting and case documentation to support enforcement and prosecution when necessary.
