The Appraisal Manager leads the valuation function to ensure timely, accurate, and compliant property appraisals and valuation products. This role oversees internal review processes and external vendor panels (AMCs/Appraisers), enforces quality standards (desk and field reviews), integrates technology (AVMs, hybrid appraisals), directs remediation for valuation defects, and partners with underwriting, risk, operations and sales to minimize valuation risk and support pricing and decisioning. The manager is accountable for vendor performance, SLA adherence, audit readiness, policy enforcement and continuous process improvement to balance speed, cost and quality.

Core Responsibilities

Primary Functions

  • Own end-to-end appraisal operations including intake, ordering, tracking, review, and delivery to ensure appraisals meet underwriting requirements, investor guidelines, and internal quality standards while meeting SLAs.
  • Manage and optimize the vendor panel (AMCs and independent appraisers), including selection, on-boarding, performance monitoring, contract compliance, fee negotiation and remediation of poor-performing vendors.
  • Lead appraisal review programs (desk reviews, field reviews and second opinions) to identify valuation deficiencies, escalate exceptions and implement corrective actions to reduce loan repurchase and fraud risk.
  • Implement and maintain appraisal policies and procedures to ensure compliance with USPAP, FHA/VA/FNMA/FHLMC guidelines and applicable state and federal regulatory requirements; prepare and support internal and external audits.
  • Develop and drive key performance indicators (KPIs) and dashboards for appraisal quality, turn times, cost per file, vendor performance and valuation risk; present actionable insights to senior leadership.
  • Oversee automated valuation model (AVM) integration, hybrid appraisal programs and valuation waivers; evaluate performance metrics and make recommendations for adoption or refinement.
  • Supervise, mentor and develop a team of appraisal reviewers, valuation analysts and coordinators; conduct hiring, performance reviews, training and career development planning.
  • Triage escalations from underwriting, sales or clients regarding valuation disputes, implementing fair remediation and process changes to mitigate recurrence.
  • Coordinate with underwriting, closing, portfolio management, loss mitigation and default teams to deliver valuation solutions for purchase, refinance, portfolio management and REO dispositions.
  • Design and maintain exception handling workflows and escalation paths to resolve appraisal disputes, fraud indicators, or compliance failures with documented root cause analyses.
  • Manage vendor audits and site visits; enforce vendor certification, insurance, licensing requirements and performance-based remediation plans.
  • Lead cross-functional projects to streamline appraisal workflows using Robotic Process Automation (RPA), API integrations with AMCs/marketplaces or other productivity tools to reduce turn-time and cost.
  • Create and maintain training programs and SOPs for appraisal administration, reviewer decisioning, and compliance topics to ensure consistent and defensible valuation decisions.
  • Partner with Risk Analytics and Data Science to refine valuation risk models, calibrate AVM thresholds, and build predictive indicators for appraisal quality and repurchase exposure.
  • Ensure accurate recordkeeping and documentation of appraisal files, communications, corrections and approvals for auditability and investor requirements.
  • Negotiate and manage service level agreements and pricing with AMCs and appraiser networks to optimize cost per appraisal while maintaining quality and compliance.
  • Monitor market trends, regulatory changes and investor guideline updates; proactively adapt appraisal procedures and train teams to remain compliant and competitive.
  • Conduct periodic sampling and quality assurance reviews of completed appraisals to validate reviewer decisions and implement continuous improvement actions.
  • Oversee third-party appraisal review engagements and forensic valuation analyses when encountering potential fraud, excessive risk or repurchase events.
  • Drive initiatives to improve customer experience for originators and borrowers, reducing unnecessary appraisal rework and improving transparency on valuation status.
  • Prepare and present monthly/quarterly valuation risk and performance reports to executive leadership and board-level committees as required.
  • Manage budget and resourcing for appraisal operations, balancing headcount, vendor spend, and technology investments to meet organizational goals.
  • Serve as subject matter expert to internal teams and external partners on appraisal methodologies, acceptable value adjustments, and evidence-based valuation practices.
  • Coordinate remediation plans and regulatory response documentation in the event of deficiencies identified by examiners, auditors or investor reviews.

Secondary Functions

  • Maintain and update the valuation playbook, including approved comp selection rules, depreciation guides and guidance on condition and site adjustments for consistent reviewer interpretation.
  • Support litigation, investor and regulatory inquiries by compiling appraisal evidence, reviewer notes and chain-of-custody documentation.
  • Participate in strategic vendor selection RFPs, including defining functional and compliance requirements and scoring vendor responses.

Required Skills & Competencies

Hard Skills (Technical)

  • Appraisal review and valuation methodologies for residential and/or commercial properties (desk review, field review, hybrid appraisals).
  • Deep working knowledge of USPAP and investor program guidelines (Fannie Mae, Freddie Mac, FHA, VA) and state appraisal licensing requirements.
  • Vendor management: AMC contracting, SLAs, performance scoring, remediation planning and vendor audits.
  • Data analytics and reporting: experience building and interpreting KPI dashboards (turn time, quality scores, cost metrics) using BI tools (Tableau, Power BI, Looker) or SQL.
  • Familiarity with Automated Valuation Models (AVMs), model validation, calibration and hybrid valuation workflows.
  • Mortgage operations systems and appraisal ordering platforms (MIS, LOS integrations, AMC portals, POS APIs) and basic understanding of API-based integrations.
  • Risk management: valuation risk assessments, repurchase exposure analysis and fraud detection workflows.

Education & Experience

Educational Background

Minimum Education:

  • Bachelor's degree in Business, Finance, Real Estate, Economics, Construction Management or related field.

Preferred Education:

  • Bachelor’s degree with advanced coursework or graduate degree (MBA, MS Real Estate) or professional valuation certifications (MAI, SRA, Certified Residential Appraiser).
  • Certifications in project management (PMP) or data analytics (Tableau, Power BI) are advantageous.

Experience Requirements

Typical Experience Range:

  • 7+ years of hands-on appraisal review and vendor management experience, experience working with AMCs and investor guideline enforcement, and demonstrated success implementing AVMs/hybrid valuation programs and process automation.
