Core Responsibilities
Primary Functions
- Administer full-cycle employee benefits programs including medical, dental, vision, life, short- and long-term disability, FSA, HRA, HSA, commuter benefits, and voluntary benefit plans; ensure accurate plan setup, eligibility rules, and timely enrollments and changes.
- Lead and manage annual open enrollment planning and execution: design communication plans, coordinate benefits materials and decision support tools, schedule and support vendor fairs, and process enrollments and changes for active and newly eligible employees.
- Maintain benefits data integrity in the HRIS and benefits administration platforms (e.g., Workday, ADP, Paycom, Benefitfocus), ensuring accurate employee eligibility, deductions, and plan elections and performing regular audits and reconciliations with payroll.
- Serve as primary point of contact for employees on benefits-related inquiries, providing high-quality phone, email, and in-person support; counsel employees on plan options, coverage, claims resolution, and cost implications.
- Manage vendor relationships and day-to-day operational communications with carriers, third-party administrators (TPAs), benefits brokers, retirement plan recordkeepers (401(k)/403(b)), COBRA administrators, and wellbeing vendors; escalate and resolve service or billing issues.
- Perform benefits billing reconciliation: review carrier invoices, investigate discrepancies, coordinate adjustments with Finance and Payroll, and prepare monthly/quarterly benefit expense reporting.
- Administer leave programs and integrate leave of absence tracking (FMLA, state leaves, short-term disability) with benefits and payroll processes; provide consistent guidance on eligibility and return-to-work procedures.
- Oversee COBRA administration and compliance: manage qualifying event notifications, election communications, continuation coverage processing, and premium collection coordination with carriers or COBRA administrators.
- Support retirement plan administration activities including eligibility determinations, employee and employer contribution processing, distribution and loan processing coordination with recordkeepers, and census file preparation and delivery.
- Prepare and process dependent and status change audits, verifying documentation for life events (marriage, birth, adoption, divorce) and ensuring timely updates to benefits enrollment.
- Ensure benefits programs comply with federal and state regulations including ERISA, ACA reporting, HIPAA privacy rules, COBRA, and relevant state continuation laws; partner with legal or external counsel for regulation interpretation and policy updates.
- Manage enrollment workflows for new hires and terminations, ensuring onboarding/exit checklists are complete and benefit eligibility and deduction changes are processed accurately and timely.
- Create and maintain benefits-related employee communications, plan summaries, FAQs, enrollment guides, and intranet content to improve benefits literacy and participation.
- Execute benefits-related projects such as new plan implementations, carrier transitions, system upgrades, benefits technology implementations (e.g., deployment of a new benefits administration platform), and integrations with payroll/HRIS.
- Run benefits reporting and analytics: prepare enrollment reports, participation metrics, carrier utilization snapshots, cost-per-employee reporting, and ad hoc analyses to inform leadership and broker recommendations.
- Coordinate annual ACA reporting, Forms 1095/1094 preparation, and support audits by collecting and validating required data from HRIS and payroll systems.
- Act as liaison between HR, Payroll and Finance during month-end close cycles to validate deductions, benefits liabilities and to correct reconciliation variances.
- Train HR team members and managers on benefits processes, eligibility rules, and system usage to ensure consistent application of policies across the organization.
- Investigate and resolve employee claims and benefit disputes, working with carriers and internal stakeholders to achieve timely resolutions and maintain positive employee relations.
- Maintain benefits documentation, process manuals, and SOPs to ensure continuity and consistent processing standards across the HR/benefits function.
- Monitor market trends and benchmark benefits offerings; support recommendations on plan design adjustments, cost-containment strategies, wellness programs, and voluntary benefit opportunities.
- Support audits and information requests from external auditors and government agencies by compiling benefits records, documentation, enrollment files, and reconciliation reports.
- Coordinate benefit program communication and strategy for mergers, acquisitions, or organizational restructures, including benefit mapping, harmonization, and transition planning.
- Identify process improvement opportunities and lead continuous improvement initiatives to streamline enrollment, reduce manual steps, and improve the employee experience.

Education & Experience
Educational Background
Minimum Education:
