The Boiler Supervisor is responsible for overseeing safe and efficient operation of industrial boilers and steam plant systems, leading boiler operators and maintenance staff, ensuring regulatory compliance (ASME, NFPA, OSHA), and driving reliability and energy-efficiency improvements. This role combines hands‑on mechanical aptitude, supervisory leadership, strong knowledge of boiler water chemistry and combustion control, and experience with Distributed Control Systems (DCS) or PLC controls.

Core Responsibilities

Primary Functions

  • Supervise daily operation and performance of multiple industrial boilers and auxiliary systems (feedwater, deaerators, economizers, superheaters), ensuring continuous, safe steam generation to meet production demand while optimizing fuel consumption and reducing emissions.
  • Lead, schedule, mentor and evaluate a team of boiler operators, technicians, and contractors across shifts; assign duties, enforce standard operating procedures (SOPs), and deliver performance feedback and development plans to build a high‑performing steam team.
  • Ensure strict compliance with federal, state and local regulations and codes (ASME Boiler & Pressure Vessel Code, NFPA 85, EPA air emissions rules, OSHA standards); prepare and coordinate regulatory inspections and corrective action items.
  • Maintain and enforce permit-to-work, lockout/tagout (LOTO), hot work, confined space and other safety protocols; investigate incidents and near-misses, write root cause analyses, and implement corrective and preventive actions.
  • Oversee preventive and predictive maintenance programs for boilers, burners, fuel systems, blowdown systems and steam distribution pipelines, leveraging CMMS (Maximo, SAP, Infor) to schedule work, track asset history and minimize unplanned outages.
  • Monitor and tune combustion controls and burner management systems to maintain safe flame stability, optimal combustion efficiency, and reduce fuel costs and stack emissions; collaborate with controls engineers to optimize DCS/PLC logic.
  • Manage boiler water chemistry programs including testing, chemical feed, blowdown and conductivity controls to prevent scaling, corrosion and carryover; maintain logs and coordinate with external water treatment vendors as needed.
  • Direct and coordinate planned outages and turnaround activities (ristart procedures, tube inspections, refractory repair, overhauls), including scope definition, contractor management, cost control and safety oversight to minimize downtime and cost overruns.
  • Maintain accurate operational logs, shift handovers, maintenance records and statutory documentation for boilers, pressure vessels and safety valves; ensure all certificates, test records and inspection tags are current.
  • Conduct routine internal inspections, stack sampling coordination and stack testing support; track emissions metrics and work with environmental teams to maintain compliance with permit limits.
  • Troubleshoot mechanical, electrical and control system faults (valves, pumps, burners, instrumentation) and prioritize repairs; use root cause problem solving and reliability-centered maintenance techniques to prevent recurrence.
  • Manage inventory of critical spare parts, burner components, gaskets and safety devices; forecast procurement needs and ensure availability to support critical operations and turnaround schedules.
  • Implement energy efficiency and waste heat recovery initiatives (economizers, condensate recovery, turbine/exhaust recovery) and report on energy consumption, cost savings and KPI improvements.
  • Prepare, manage and monitor departmental budgets, overtime, contractor spend and CAPEX for boiler and steam plant projects; justify investments on reliability and safety grounds.
  • Supervise contractor work onsite, verify qualifications, manage permits and ensure contractor compliance with site safety and quality standards during maintenance and outages.
  • Develop and maintain clear SOPs, lockout/tagout procedures, startup/shutdown checklists, emergency response plans and operator guidance to standardize safe operations across shifts.
  • Coordinate with production, maintenance, safety, and environmental teams to manage steam priorities during plant process variations, planned maintenance, and emergency scenarios to ensure minimal impact to production.
  • Lead training programs for boiler operators covering combustion safety, burner management, water chemistry, control systems, and emergency response; maintain training records and license renewals.
  • Perform risk assessments, hazard analysis (HAZOP), and participate in continuous improvement initiatives to reduce operational risk, improve reliability and increase uptime.
  • Support capital projects related to boiler upgrades, burner replacements, DCS/PLC control updates and emissions control technologies by providing operational input, commissioning support and acceptance testing.
  • Ensure licenses, certifications and operator qualifications are valid (state/local boiler operator license, BMS certifications); coordinate renewals and candidate development for succession planning.
  • Prepare detailed shift and incident reports for senior management and regulatory agencies; present operational metrics and improvement plans during leadership reviews.
  • Maintain and improve the mechanical integrity program for pressure-retaining components, including inspection frequency, non-destructive testing (NDT) coordination and repair qualification.

Secondary Functions

  • Support plant continuous improvement projects by providing operational data, participating in Kaizen/Reliability workshops and implementing lessons learned to improve steam availability and reduce OPEX.
  • Provide subject matter expertise for procurement and technical evaluations of new boiler equipment, burners, control systems and water treatment technologies.
  • Assist with cross-training programs and multi-site coordination to standardize best practices across facilities and improve workforce flexibility.
  • Support emergency response teams during plant incidents involving steam, pressure, fire or hazardous energy; act as an on-call technical authority for boiler-related events.
  • Contribute to the development of digital monitoring and remote diagnostics strategies (IoT sensors, condition monitoring, KPIs) to enable predictive maintenance and reduce manual checks.
  • Participate in safety committees, incident review boards, and regulatory audit preparations; implement corrective actions and management of change (MOC) processes.
  • Produce and maintain training materials, SOP updates, and knowledge transfer documents to reduce single-point dependencies and institutionalize operational knowledge.

Required Skills & Competencies

Hard Skills (Technical)

  • Certified Boiler Operation & Supervision: valid state or national boiler operator license(s) and documented experience complying with ASME Boiler & Pressure Vessel Code and local pressure vessel regulations.
  • Boiler and Steam System Operations: deep understanding of firetube/watertube boilers, burners, economizers, feedwater systems, deaerators and steam distribution networks.
  • Combustion Control & Burner Management: hands-on tuning of burners, combustion analyzers, BMS, flame safety systems and fuel train management.

Education & Experience

Educational Background

Minimum Education:

  • High school diploma or equivalent with vocational/technical certification in boiler operation, industrial maintenance, or related trade.

Preferred Education:

  • Associate degree or technical diploma in Mechanical Technology, Industrial Maintenance, Power Plant Technology or related field.
  • Bachelor’s degree in Mechanical Engineering, Industrial Engineering, or Engineering Technology is a plus for larger facilities or project-heavy roles.

  • Proven track record supervising multi-shift teams in a manufacturing, utility, hospital, food processing or chemical plant setting.
  • Experience managing planned outages, contractors, and capital upgrade projects.
  • Demonstrable compliance experience with ASME, NFPA, OSHA and local jurisdiction boiler codes.
  • Valid state/local boiler operator license or ability to obtain license within specified timeframe; certifications in combustion tuning, water treatment, BMS or NDE techniques are advantages.
