Primary Functions
- Lead and supervise the plan review process for residential, commercial, industrial and mixed-use construction by thoroughly reviewing architectural, structural, mechanical, electrical and plumbing drawings for compliance with the International Building Code (IBC), International Residential Code (IRC), National Electrical Code (NEC) and local ordinances, providing clear written conditions and required corrections to applicants and design professionals.

- Issue, review and approve building permits, certificates of occupancy, and related documentation while ensuring accurate fee calculations, permit recordkeeping, digital permit entry, and compliance with jurisdictional permitting policies and timelines using permit management systems (e.g., Accela, EnerGov, ViewPermit).
- Interpret, apply and enforce federal, state and local building codes, fire codes and zoning regulations; provide authoritative code interpretations to architects, engineers, contractors and the public, ensuring consistent enforcement and minimizing legal risk to the jurisdiction.
- Develop and maintain standardized inspection checklists, technical guidance, local amendments to model codes, and internal procedures to improve consistency, reduce permitting times, and ensure decisions are defensible and aligned with current code revisions and best practices.
- Manage and mentor inspection and permit staff by setting performance expectations, conducting training on code changes, performing performance reviews, scheduling workloads, and resolving technical questions or escalations from plan reviewers and field inspectors.
- Coordinate interdisciplinary reviews and approvals with fire prevention, public works, planning, zoning, environmental, and utility departments to ensure integrated project compliance and efficient permit processing for complex developments and large-scale projects.

- Monitor and analyze permitting metrics, inspection turnaround times, code compliance trends and enforcement outcomes to identify process improvements, propose resource adjustments and support budget requests for staff, training or technology.
- Lead and implement public outreach, education programs and technical workshops for contractors, developers and residents on code updates, permitting procedures, energy efficiency requirements and safe construction practices to improve voluntary compliance.
- Review and recommend revisions to local amendments and municipal code language to ensure legal clarity, address emerging building technologies, reflect state-mandated changes and improve enforceability of life-safety provisions.
- Evaluate and recommend updates to permit software, digital plan-review tools (PDF markup tools like Bluebeam), GIS and records management systems; oversee implementation, data migration and staff training to modernize permitting operations.
- Perform complex structural plan checks for foundation, framing and engineered systems, including review of calculations, special inspections requirements, and coordination with registered design professionals when deviations or alternatives are proposed.
- Maintain custody of official building records, permit files, inspection reports and as-built documents; ensure records retention and easy retrieval for audits, public records requests and long-term community planning needs.

Educational Background
Minimum Education:
