The Capital Budget Analyst is responsible for managing and optimizing an organization’s capital budgeting process and capital improvement plan (CIP). This role performs sophisticated financial modeling and forecasting to support capital prioritization, monitors project-level budgets and encumbrances, reconciles capital activity to the general ledger and fixed asset system, and provides timely, presentation-ready reports to executive leadership, elected officials, bond counsel and project managers. The Capital Budget Analyst partners closely with project sponsors, procurement, accounting and external finance partners to ensure compliance with GAAP, internal policy and funding requirements while enabling data-driven capital investment decisions.

Core Responsibilities

Primary Functions

  • Lead the development and annual update of the Capital Improvement Plan (CIP), including five- to ten-year forecasts, capital project prioritization, and scenario analysis to align long-term infrastructure needs with funding capacity.
  • Prepare and maintain detailed capital budget schedules and cash flow forecasts by project, funding source, and fiscal year; model multi-year spending plans to support bond sizing and debt issuance timing.
  • Perform variance analysis between adopted budgets, revised budgets, encumbrances, and actual expenditures at the project and program level; explain drivers of variance and recommend corrective actions to stakeholders.
  • Reconcile capital project activity to the general ledger and fixed asset register, coordinate with accounting to capitalize eligible costs, ensure proper coding and depreciation schedules, and support year-end closing related to capital accounts.
  • Build and maintain complex financial models and scenario tools (Excel, VBA, Power BI/Tableau) for project cost forecasting, life-cycle cost analysis, and return-on-investment evaluation for major capital proposals.
  • Prepare presentation-ready reports, executive summaries, and visual dashboards for senior leadership, finance committees, city councils, and bond rating agencies to communicate capital program performance and funding needs.
  • Coordinate capital funding strategies including pay-as-you-go, grant funding, enterprise fund transfers, and long-term debt; analyze debt capacity and structure recommendations in partnership with treasury and debt advisors.
  • Track and manage grant funding, reimbursement timing, and compliance requirements for capital projects; prepare grant drawdown requests and maintain supporting documentation for audit readiness.
  • Support the annual budget process by translating project requests into budget entries, validating scope and cost estimates with project managers, and recommending prioritization based on financial constraints and strategic goals.
  • Monitor encumbrances, purchase orders, and contract commitments for capital projects; work with procurement and project managers to release, adjust or re-encumber funds as projects evolve.
  • Develop and enforce capital budgeting policies, procedures, and internal controls to ensure consistent treatment of capital expenditures, asset capitalization thresholds, and project close-out protocols.
  • Conduct due diligence and financial feasibility analysis for proposed capital projects including sensitivity testing, risk-adjusted cost estimates and contingency planning.
  • Serve as the primary liaison between finance, engineering, facilities, and program staff to align project schedules and funding needs, resolve accounting and timing differences, and maintain a single source of truth for capital data.
  • Lead or participate in capital project close-out activities: final cost reconciliation, asset capitalization, contract close-out, lessons learned and final reporting to funders and leadership.
  • Maintain and improve the capital asset inventory and lifecycle schedules; recommend replacement cycles, maintenance reserve strategies, and funding approaches to extend asset useful life and reduce total cost of ownership.
  • Prepare supporting documentation and respond to internal and external audits related to capital accounting, grant compliance, and bond-funded projects.
  • Apply GAAP and governmental accounting standards (GASB/ FASB as applicable) to capital transactions and work with external auditors to validate accounting treatment for complex capital financing arrangements.
  • Evaluate vendor contracts and construction agreements from a budget and cash flow perspective, ensuring contract terms align with budgetary constraints and funding availability.
  • Support bond issuances by preparing capital program descriptions, sources and uses schedules, debt service projections, and post-issuance compliance monitoring materials for bond counsel and underwriters.
  • Develop KPI dashboards and metrics to track capital program health (e.g., budget variance, schedule variance, percent complete, cost per unit) and use data visualization to tell the story of program performance.
  • Train and advise project managers and departmental staff on capital budgeting processes, reporting tools, and best practices to improve budget discipline and transparency across the organization.
  • Lead special projects such as developing an enterprise capital prioritization model, implementing capital budgeting software (ERP/CIP modules), or designing improved project accounting workflows.

Education & Experience

Educational Background

Minimum Education:

  • Bachelor’s degree in Finance, Accounting, Public Administration, Business Administration, Economics, Civil Engineering or a related field.

Preferred Education:

  • Master’s degree in Public Administration (MPA), Finance, Accounting, or an MBA.
  • Professional certifications such as Certified Public Accountant (CPA), Certified Government Financial Manager (CGFM), or Certified Treasury Professional (CTP) are a plus.

Experience Requirements

Typical Experience Range:

  • Demonstrated experience with ERP capital modules, bond financing support, and preparing materials for finance committees or rating agencies.
