Core Responsibilities
Primary Functions
- Supervise and coordinate daily cargo operations including acceptance, screening, documentation, sorting, build-up, breakdown, and transfer of freight to ensure on-time departures and arrivals while meeting airline and terminal KPIs.
- Lead a team of cargo handlers, ramp agents, material handlers, and clerical staff — scheduling shifts, assigning tasks, monitoring performance, and providing real-time coaching to maintain high productivity and low incident rates.
- Ensure full compliance with IATA/ICAO Dangerous Goods Regulations (DGR) and company-specific dangerous goods procedures, including proper identification, segregation, packaging verification, and documentation of hazardous shipments.
- Oversee weight & balance preparation and verification for aircraft loads, ensuring accuracy of load sheets, ULD (Unit Load Device) planning, and adherence to aircraft-specific load limits to guarantee flight safety.
- Manage cargo acceptance processes including verification of shipper paperwork, commercial invoices, airwaybills, pieces/weights count, security screening, and pre-acceptance hold procedures to prevent mis-ships and delays.
- Conduct daily pre-shift briefings and post-shift debriefs to communicate priorities, special handling requirements (e.g., perishables, live animals, pharmaceuticals), and last-minute operational changes.
- Implement and enforce safety protocols — PPE usage, safe lifting techniques, equipment lockout/tagout, forklift and belt safety — and immediately address hazards to reduce workplace injuries and incidents.
- Coordinate with airline operations, ground handlers, freight forwarders, customs brokers, and TSA/customs authorities for expedited resolution of exceptions, customs holds, ULD shortages, and irregular shipments.
- Supervise loading and unloading operations using belt loaders, forklifts, dollies, and pallet jacks; ensure cargo is secured, braced, and protected from shifting or damage during transport and ground handling.
- Maintain accurate manifests, cargo logs, discrepancy reports, and chain-of-custody documentation; prepare incident reports and loss/damage claims for follow-up with insurance and customer service teams.
- Operate and oversee Warehouse Management Systems (WMS), airline cargo systems, RF scanners, and handheld devices to track cargo movement, update statuses, and maintain inventory accuracy in real time.
- Plan and optimize ULD builds and deconsolidation strategies to maximize space utilization, reduce repositioning, and lower unit costs per shipment while meeting aircraft/station constraints.
- Drive continuous improvement initiatives: identify process bottlenecks, propose SOP revisions, implement Lean/6S techniques, and track KPI improvements (on-time performance, damage rates, throughput).
- Manage high-value and specialized cargo (dangerous goods, oversized, outsize, live animals, human remains, temperature-controlled pharmaceuticals) ensuring required certifications, pre-notifications, and chain-of-custody are maintained.
- Ensure proper storage, segregation, and inventory control of cargo and ULDs; conduct cycle counts, reconcile variances, and coordinate physical inventories with audit teams.
- Train, certify, and evaluate staff on cargo acceptance standards, dangerous goods handling, forklift operation, ULD build procedures, and customer service best practices to maintain regulatory and quality standards.
- Coordinate ground handling equipment maintenance and availability (belt loaders, tractors, forklifts, ULD dollies), reporting defects, scheduling repairs, and ensuring minimal operational downtime.
- Monitor and control costs by managing overtime, optimizing staffing levels, minimizing damage claims, and reducing waste through effective operational planning and resource allocation.
- Support emergency response and irregular operations (IRROPS) by reallocating staff, prioritizing critical shipments, and rapidly communicating with stakeholders to restore normal operations with minimal disruption.
- Facilitate customs clearance and inspection processes by preparing required documentation, coordinating physical inspections, and providing customs with timely information to minimize detention and fees.
- Maintain strong customer relationships by communicating shipment statuses, resolving complaints, coordinating special requests, and proactively informing customers of delays or operational constraints.
- Enforce security protocols in accordance with aviation security regulations (TSA or relevant authority), ensuring all staff have required badges, access permissions, and are trained on cargo screening and chain-of-custody procedures.
- Analyze and report on operational KPIs (throughput hours, dwell time, damage per 1,000 shipments, on-time performance) and present actionable recommendations to station leadership and regional operations.
- Participate in audits and regulatory inspections, prepare documentation for compliance reviews, implement corrective actions for findings, and follow up to closure to maintain audit-ready status.
Secondary Functions
- Act as primary backup for station management during absences, taking responsibility for escalations, stakeholder communications, and decision-making.
