The Cargo Terminal Operations Manager oversees all operational facets of a cargo terminal — including container, bulk, and breakbulk handling — to maximize throughput, uptime and safety while controlling costs. This role directs yard and gate operations, vessel/rail/truck planning, equipment maintenance, crane and yard crew supervision, and regulatory compliance (customs, ISPS, IMDG). Core Responsibilities

Primary Functions

  • Lead and manage all day-to-day terminal operations including vessel planning, berthing coordination, crane scheduling, yard planning, gate operations and intermodal transfers to ensure on‑time performance and high throughput.
  • Develop, implement and enforce safe work processes and terminal safety programs (ISPS, OSHA, IMDG, HAZMAT procedures), conduct safety audits and lead incident investigations to achieve zero-harm targets.
  • Oversee deployment, maintenance and lifecycle planning for terminal equipment (ship-to-shore cranes, RTGs, reachstackers, yard trucks, forklifts), coordinate preventive maintenance schedules and minimize equipment-related downtime.
  • Manage workforce planning, hiring, training, scheduling and labor relations for dock crews, operators, supervisors and gate staff; optimize shift patterns to balance cost, service and regulatory requirements.
  • Own operational KPIs (moves per hour, dwell time, gate throughput, crane productivity, truck turn time) and deliver continuous improvement plans using root-cause analysis, Lean/Six Sigma or Kaizen methodologies.
  • Administer the Terminal Operating System (TOS) and related IT tools (gate systems, RFID, VGM integration, EDI with carriers and customs) to ensure accurate cargo tracking, billing and regulatory reporting.
  • Coordinate customs clearance, inspections and documentation workflows (bills of lading, manifests, dangerous goods paperwork) with customs brokers, terminal agents and carriers to avoid delays and fines.
  • Plan and manage terminal capacity, yard stacking strategies and slot allocation for peak periods; implement seasonal contingency plans and surge staffing to protect service levels.
  • Create and manage the operational budget, monitor OPEX and CAPEX, approve equipment purchases or rentals, and deliver cost efficiency while maintaining service reliability.
  • Build and maintain relationships with carriers, shippers, freight forwarders, terminals partners and regulatory agencies to negotiate service levels, resolve disputes and improve commercial outcomes.
  • Direct emergency response and contingency operations for vessel incidents, equipment failures, adverse weather and security events; maintain and test contingency plans and business continuity protocols.
  • Ensure compliance with environmental regulations and sustainability initiatives including emissions reduction, stormwater management, waste handling and spill response procedures.
  • Lead terminal layout improvements and capital projects (berth refurbishments, crane upgrades, gate automation), coordinate with engineering, contractors and stakeholders and ensure minimal disruption to operations.
  • Implement performance-based contracts and KPIs for third-party service providers (stevedores, trucks, equipment vendors) and manage contractual performance and invoicing accuracy.
  • Monitor and control cargo damage prevention programs, claims handling, and root cause analysis to reduce loss, improve cargo integrity and maintain customer satisfaction.
  • Supervise and validate accurate cargo tallying, inventory reconciliation, reconciliation of manifests vs. physical stock and management of leftover/stray cargo.
  • Drive technology adoption projects (automation, gate automation, predictive maintenance, analytics dashboards) that increase terminal throughput, reduce dwell and improve resource utilization.
  • Prepare and present weekly/monthly operational performance reports, board-level metrics and customer performance reviews, highlighting trends, bottlenecks and recommended corrective actions.
  • Define and enforce quality assurance procedures for loading/discharge sequences, weight verification (VGM) and lashing/unlashing standards to ensure maritime safety and regulatory compliance.
  • Lead cross-functional continuous improvement initiatives to reduce operational bottlenecks such as yard congestion, chassis shortages and gate queuing; implement tactical playbooks for rapid mitigation.
  • Mentor and develop supervisory talent, create succession plans and implement competency frameworks and training programs for crane operators, planners and gate personnel.

Secondary Functions

  • Support commercial teams with operational inputs during contract negotiations, service level agreements and tender responses to ensure feasible operational commitments and margin protection.
  • Collaborate with finance and procurement on CAPEX business cases, equipment leasing strategies and total cost of ownership analyses.
  • Partner with IT and data teams to prioritize enhancements to TOS, gate automation and reporting tools; contribute operational requirements and validate deployments.
  • Participate in cross-site benchmarking to share best practices across terminals and implement standardized SOPs where appropriate.
  • Manage noise, emissions and community relations programs and respond to stakeholder inquiries regarding terminal operations and expansion.
  • Support sustainability and decarbonization initiatives, tracking fuel consumption, electrification opportunities and KPI improvements for GHG reduction.
  • Facilitate monthly safety and operations forums with union representatives, contractors and customer stakeholders to continuously improve performance.
  • Assist HR with workforce planning, labor agreements, competency assessments and training curriculum for operator certifications and compliance courses.
  • Run pilot programs for equipment trials or process changes and manage post-trial evaluations, vendor performance metrics and ROI assessments.
  • Maintain and update emergency response, crisis communications and business continuity plans in coordination with port authorities and local emergency services.

Required Skills & Competencies

Hard Skills (Technical)

  • Terminal Operating Systems (TOS) administration and optimization — experience with Navis N4, TOS+, Tideworks or equivalent.
  • Cargo handling and vessel planning expertise for containers, bulk and breakbulk operations.
  • Crane and heavy-equipment operations knowledge, preventive maintenance planning and uptime optimization.

Education & Experience

Educational Background

Minimum Education:

  • Bachelor's degree in Logistics, Supply Chain Management, Maritime Studies, Business Administration, Industrial Engineering or equivalent combination of technical training and relevant experience.

Preferred Education:

  • Bachelor’s plus advanced certification or master’s degree (MSc in Supply Chain/Logistics, MBA) or industry-specific certifications (e.g., PMP, Lean Six Sigma).
  • Professional certifications related to port operations, safety or hazardous cargo handling are a plus.

Experience Requirements

Typical Experience Range:

  • 5–12 years of progressive operations experience in ports, terminals, intermodal yards or large-scale logistics hubs, including a minimum of 3 years in a supervisory/managerial role.

Preferred:

  • 7+ years in cargo terminal or port operations with demonstrated success in managing container and/or bulk terminals, delivering productivity improvements and leading multi-disciplinary teams.
  • Proven track record with TOS implementations, automation projects, and managing sizable operational budgets.
  • Experience working with port authorities, customs agencies, carriers and unions in a commercial port environment.
