The Chief Corporate Affairs Officer (CCAO) is a C-suite leader accountable for the company’s external and internal reputation, regulatory positioning, public policy strategy, and integrated communications. The CCAO leads corporate affairs, government relations, public policy, media and issues management, and stakeholder engagement functions to create alignment between business strategy, regulatory environment, and societal expectations. This role partners closely with the CEO, General Counsel, Head of ESG/Sustainability, and business unit leaders to anticipate and shape public and policy landscapes, protect the brand during critical events, and drive proactive narratives that enable growth and mitigate risk.

Core Responsibilities

Primary Functions

  • Develop and execute a comprehensive corporate affairs strategy that aligns with enterprise objectives, anticipates regulatory and political trends, and strengthens the company’s reputation across markets and stakeholder groups.
  • Lead government relations and public policy efforts globally and locally, shaping legislative and regulatory outcomes through targeted advocacy, coalition-building, and constructive engagement with policymakers, regulators, and industry bodies.
  • Build and maintain proactive media and public relations programs that position the company positively, amplify strategic narratives, and measure impact using clear KPIs and analytics.
  • Design and lead integrated crisis preparedness and issues management programs, including scenario planning, internal escalation protocols, spokespeople training, real-time response capabilities, and post-crisis lessons-learned processes.
  • Serve as the principal advisor to the CEO and Executive Committee on reputational risk, external affairs strategy, and stakeholder positions that may affect enterprise value or social license to operate.
  • Oversee corporate communications—including executive communications, corporate messaging, investor-facing narratives (in coordination with IR), and thought leadership—ensuring consistent brand voice and alignment with strategic priorities.
  • Lead stakeholder mapping and engagement programs (governments, NGOs, community leaders, trade associations, investors, customers) to build durable relationships and proactively manage expectations.
  • Drive ESG and sustainability communications and policy positioning, translating technical ESG programs into clear external narratives that support business strategy, regulatory compliance, and investor trust.
  • Manage multi-jurisdictional regulatory affairs programs, ensuring cross-border coordination, timely regulatory filings, and informed business decision-making in regulated markets.
  • Set the tone and governance for corporate political activities, lobbying disclosures, PAC management (where applicable), and compliance with public integrity standards.
  • Oversee reputation risk identification and mitigation across product, operational, legal, and social risk vectors, working closely with Legal, Risk, and Business Continuity teams.
  • Direct stakeholder engagement during major transactions, M&A, or business expansion efforts, coordinating government approvals, community consultation, and public communications plans.
  • Lead internal communications strategy to inform and align employees around corporate strategy, culture, and values; manage executive town halls, internal crisis messaging, and change communications.
  • Manage relationships with external partners, agencies, and consultants (PR firms, crisis consultancies, policy advisors) to scale capability and deliver specialized expertise as needed.
  • Chair cross-functional working groups for issues that span corporate affairs, legal, regulatory, and business teams to ensure synchronized responses and policy positions.
  • Design and implement public affairs research programs, including political landscape analysis, regulatory impact assessments, and stakeholder sentiment tracking to inform strategy and scenario planning.
  • Oversee external reporting and transparency initiatives (policy reports, ESG disclosures, regulatory submissions) to meet stakeholder expectations and mitigate regulatory risk.
  • Drive community investment and corporate philanthropy strategies that enhance social impact while aligning with commercial objectives and reputational goals.
  • Establish and manage budgets, staffing, KPIs, and organizational design for corporate affairs functions, including talent development and succession planning for senior communications and policy leaders.
  • Represent the company at high-profile industry forums, government consultations, media interviews, and stakeholder roundtables to influence outcomes and articulate corporate positions.
  • Lead cross-border coordination of messaging and policy engagement to ensure consistent global positioning while enabling localized tactics responsive to market nuances.
  • Develop a measurement framework and dashboards to quantify corporate affairs impact on regulatory outcomes, brand metrics, and business objectives; report performance to the board and executive leadership.
  • Ensure ethical standards, compliance with lobbying and disclosure regulations, and alignment with internal governance frameworks across all corporate affairs activities.
  • Mentor senior leaders and cultivate a high-performing, diverse team capable of nimble crisis response, strategic counsel, and sustained advocacy efforts.

Education & Experience

Educational Background

Minimum Education:

  • Bachelor’s degree in Communications, Public Policy, Political Science, Law, Business, or related field.

Typical Experience Range:
