Core Responsibilities

Primary Functions

  • Develop, update, and implement the city’s comprehensive plan and sub-area plans by leading research, land use analysis, policy drafting, and stakeholder consensus building to guide long-term growth, housing strategies, and infrastructure investments.
  • Review and process development applications (subdivisions, site plans, conditional use permits, zoning map and text amendments), prepare staff reports, and make evidence-based recommendations to planning commissions and city councils.
  • Interpret and administer zoning codes, overlay districts, subdivision regulations, and permit requirements; draft ordinance amendments to resolve inconsistencies and implement policy objectives.
  • Conduct environmental review and compliance (CEQA/NEPA or local equivalents), prepare environmental impact assessments, coordinate with environmental consultants, and recommend mitigation measures for public hearing materials and permit conditions.
  • Prepare and present professional-quality technical reports, policy briefs, renderings, and findings for public hearings, advisory committees, and elected bodies to support decision-making and regulatory approvals.

Education & Experience

Educational Background

Minimum Education:

  • Bachelor’s degree in Urban Planning, City and Regional Planning, Geography, Environmental Planning, Civil Engineering, Public Administration, or related field.

Preferred Education:

  • Master’s degree in Urban Planning, City Planning, Regional Planning (MUP, MCRP), or a related advanced degree.
