Core Responsibilities

Primary Functions

  • Lead the civil design and engineering of transportation, site development, utility, and drainage projects, preparing detailed calculations, design narratives, engineering drawings and technical specifications in accordance with local codes and industry best practices.
  • Manage full project lifecycle from conceptual planning and feasibility studies through detailed design, permitting, tendering, construction administration and closeout, ensuring scope, schedule and budget targets are met.
  • Prepare and review grading plans, horizontal/vertical alignments, pavement designs, utility layouts, stormwater management systems (detention, retention, water quality), erosion and sediment control plans, and SWPPP documentation.
  • Produce and revise construction drawings and deliverables using AutoCAD Civil 3D, MicroStation or Revit (BIM), ensuring geometric accuracy, correct layer standards and exportable deliverable sets for contractors and permitting agencies.
  • Perform hydraulic and hydrologic modeling (HEC-RAS, HEC-HMS, HY-8 or similar) and stormwater conveyance analysis to size channels, culverts, storm sewers and detention facilities and to support regulatory approvals.
  • Coordinate and interpret geotechnical reports and incorporate soil, foundation and slope stability recommendations into civil designs, foundation constraints and earthwork estimates.
  • Prepare accurate quantity takeoffs, cost estimates, bill of materials and budget forecasts, and provide value engineering recommendations to optimize lifecycle cost and constructability.
  • Develop and submit permit applications and coordinate with municipal, state and federal permitting authorities (e.g., DOT, environmental agencies, local planning departments) to secure approvals and address agency comments.
  • Oversee construction administration tasks including site inspections, construction observation, field measurement of pay items, RFI responses, submittal review, shop drawing coordination and issuance of field directives and change orders.
  • Monitor contractor performance and quality control on site, enforce safety and environmental mitigation measures, and resolve design-related field issues promptly to minimize schedule delays.
  • Administer construction contracts, review contractor invoices, maintain project documentation, track change orders, and ensure compliance with contract terms, specifications and local code requirements.
  • Develop and maintain project schedules using MS Project or Primavera P6, coordinate phased construction, critical path tasks, and resource allocation while communicating schedule impacts to stakeholders.
  • Lead or contribute to multidisciplinary design reviews, QA/QC checks and constructability assessments, ensuring internal deliverables meet technical standards and client expectations.
  • Prepare technical reports, memos, presentations and bid packages that summarize design decisions, risk assessments, traffic and stormwater analyses, and construction methodologies for clients and authorities.
  • Conduct site assessments, existing conditions surveys and topographic analyses, coordinate with survey teams to verify benchmarks, utilities, easements, and right‑of‑way constraints.
  • Implement and document QA/QC procedures for design outputs, including peer checks, standards compliance, drawing index management and revision control.
  • Support bidding and procurement by preparing contract documents, responding to bidder questions, evaluating contractor proposals and participating in pre-bid and pre-construction meetings.
  • Provide mentorship and technical supervision to junior engineers, CAD/BIM technicians and interns, including reviewing their calculations, drawings and deliverables before client submission.
  • Apply sustainability and resilience principles into design solutions—LID, green infrastructure, low-impact development, stormwater infiltration and energy-efficient site layouts—to meet client sustainability targets.
  • Analyze and mitigate construction risks including traffic control, temporary shoring, dewatering, sediment transport and utility conflicts; prepare method statements and contingency plans.
  • Liaise regularly with clients, utility companies, regulatory bodies, local communities and subcontractors to maintain stakeholder relationships, resolve issues and ensure clear communication throughout projects.
  • Maintain up-to-date knowledge of civil engineering codes, standards and emerging tools (AASHTO, ASCE, ASTM, local municipal standards) and implement best practices across project teams.
  • Coordinate traffic engineering tasks as required, including sight distance checks, traffic calming recommendations, signage and pavement marking plans, and support traffic impact studies.
  • Lead post-construction activities such as as-built drawing preparation, final inspections, punchlist closure and warranty period follow-ups to ensure project acceptance and client satisfaction.

Secondary Functions

  • Support business development by preparing technical sections of proposals, scopes of work, fee estimates, and client presentations tailored to infrastructure projects.
  • Track project performance metrics (cost variance, schedule adherence, quality metrics) and contribute to continuous improvement initiatives and lessons-learned sessions.
  • Participate in company safety programs, deliver site safety briefings, and ensure team adherence to HSE policies and jobsite safety plans.
  • Maintain and update office CAD/BIM standards, template libraries and design checklists to ensure consistency and efficiency across teams.
  • Assist in resource forecasting and project staffing decisions, helping prioritize assignments across the engineering team during peak work periods.
  • Represent the firm at public meetings, planning hearings or community stakeholder sessions to explain technical aspects and build public trust.
  • Research and evaluate new design tools, modeling software and construction techniques for potential adoption to improve productivity and accuracy.
  • Support permitting appeals or variance requests by crafting technical justification documents and attending regulatory meetings as technical lead.
  • Coordinate with environmental and landscape consultants to integrate habitat, restoration and erosion control elements into civil designs.
  • Provide training sessions and technical workshops internally to raise team capability in specialized software (Civil 3D, HEC-RAS, Revit) and engineering methods.

Education & Experience

Educational Background

Minimum Education:

  • Bachelor of Science (BSc) in Civil Engineering or equivalent accredited degree.

Preferred Education:

  • Master of Science (MSc) in Civil Engineering, Structural, Environmental, or Construction Management.
  • Professional licensure (PE / P.Eng) or progress toward licensure is highly preferred.
