Core Responsibilities

Primary Functions

  • Develop and maintain comprehensive project plans for cloud migration and platform initiatives, including detailed work breakdown structures, milestones, resource assignments, dependencies, and integrated schedules across multiple teams and vendors to ensure predictable delivery.
  • Lead end-to-end cloud migration programs (lift-and-shift, replatform, rearchitect) by coordinating application owners, architects, security, network, and operations teams, ensuring minimal business disruption and successful cutovers.
  • Manage project scope, change control and requirements traceability by documenting business objectives, success criteria, acceptance tests, and maintaining an auditable change request process to avoid scope creep and misalignment.
  • Own budget creation, forecasting, tracking, and cost optimization efforts for cloud projects; collaborate with finance to reconcile spend, implement tagging and chargeback models, and drive decisions to reduce waste and optimize cloud costs.
  • Act as the primary point of contact for stakeholders and executive sponsors; prepare and deliver concise executive summaries, status reports, KPI dashboards, and steering committee updates that highlight progress, risks and mitigation plans.
  • Identify, assess, and proactively mitigate technical, operational, security, and schedule risks; run risk workshops and maintain a risk register with owners, mitigations and escalation paths to minimize project impact.
  • Coordinate vendor selection, contract negotiation and vendor management for managed services, migration partners, and third-party tooling; enforce SLAs, deliverable quality, and contract compliance.
  • Ensure cloud projects meet security, compliance and governance requirements by working closely with security architects, compliance officers and central governance teams to implement controls, identity and access management, encryption and audit trails.
  • Drive adoption of Infrastructure as Code (IaC) standards and practices (Terraform, CloudFormation) by aligning project deliverables to IaC templates, modular designs, and reusable pipelines to improve reliability and enable repeatable deployments.
  • Facilitate cross-functional Agile delivery including sprint planning, backlog grooming, daily standups, and retrospectives for teams executing cloud work; translate technical tasks into user stories with clear acceptance criteria.
  • Manage release coordination and deployment orchestration across CI/CD pipelines, staging and production environments; define rollback plans, runbooks and post-deployment validation to ensure safe releases.
  • Oversee configuration and validation of network and security constructs (VPC/VNet/subnet design, routing, VPN/Direct Connect, security groups, NSGs) in collaboration with network engineers to ensure connectivity and secure access.
  • Define and track cloud project success metrics such as time-to-market, downtime minutes, migration velocity, cost-per-application migrated, and operational maturity improvements; report outcomes against business value objectives.
  • Lead organizational change management for cloud adoption initiatives—design communication plans, training, knowledge transfer sessions and runbooks to embed operational practices into run teams and support organizations.
  • Coordinate testing activities including integration, performance, failover and security testing; partner with QA and SRE teams to validate resilience, scalability and compliance before cutover.
  • Manage resource planning and capacity management for cloud projects—identify skill gaps, coordinate internal staffing and contractor usage, and work with HR/bench operations to secure necessary talent.
  • Advocate and implement cloud-native best practices (microservices patterns, containerization, Kubernetes orchestration) by aligning architecture decisions with project goals and by helping teams adopt cloud operational models.
  • Ensure documentation completeness: architecture artifacts, runbooks, run / maintain procedures, configuration baselines and operational playbooks to support post-delivery operations and SRE handover.
  • Drive continuous improvement by capturing lessons learned, conducting post-implementation reviews, and implementing process improvements to shorten delivery cycles and reduce operational risk.
  • Coordinate cross-project dependencies and multi-workstream sequencing for large programs; maintain an integrated program roadmap and dependency map to avoid resource conflicts and schedule clashes.
  • Monitor regulatory and compliance impacts on cloud projects (PCI, HIPAA, SOC2, GDPR), coordinate audits and remediation activities, and implement required controls as part of project deliverables.
  • Lead incident response coordination for major production issues during migrations or new platform launches; orchestrate triage, communications, RCA and corrective action plans with technical teams and stakeholders.
  • Establish and enforce quality gates for infrastructure and application deployments, including security scans, automated tests, code reviews and compliance checks as part of the CI/CD pipeline.
  • Mentor and coach project delivery teams on cloud project management best practices, Agile execution, and stakeholder management to raise overall program delivery capability.

  • Proven experience managing cloud programs across at least one major public cloud provider (AWS, Azure, or Google Cloud Platform) and familiarity with multi-cloud strategies.
  • Strong knowledge of cloud migration approaches (lift-and-shift, replatform, refactor) and hands-on understanding of migration tooling (AWS Server Migration Service, Azure Migrate, Velostrata, Migrate for Compute Engine).

  • Vendor and contract management skills — RFP/RFI experience, SLA definitions, SOWs and vendor performance tracking.

Education & Experience

Educational Background

Minimum Education:

  • Bachelor's degree in Computer Science, Information Technology, Engineering, Business Administration or related field; or equivalent practical experience managing cloud/IT projects.

Preferred Education:

  • Master's degree in Technology Management, MBA, or advanced technical degree.
  • Professional certifications such as PMP, PMI-ACP, AWS Certified Solutions Architect, Azure Administrator/Architect, Google Cloud Professional Cloud Architect, ITIL Foundation, or Certified ScrumMaster (CSM).
