Core Responsibilities

Primary Functions

  • Develop and execute a comprehensive community outreach strategy that aligns with organizational goals, increases program participation, and expands reach among target demographics, tracking outcomes against defined KPIs.
  • Identify, cultivate, and maintain strategic partnerships with local nonprofits, schools, faith-based organizations, government agencies, and businesses to amplify program delivery and secure in-kind or financial support.
  • Plan, coordinate, and lead community events, workshops, town halls, and pop-up activations from concept through execution, including vendor management, site logistics, accessibility arrangements, permits, and post-event evaluation.
  • Recruit, train, schedule, and supervise volunteers and community ambassadors, creating orientation materials, role descriptions, recognition programs, and retention strategies that improve volunteer engagement and reduce turnover.
  • Conduct ongoing community needs assessments through surveys, focus groups, stakeholder interviews, and secondary research to inform program design, outreach messaging, and service prioritization.
  • Manage outreach budgets, prepare cost estimates, monitor expenditures, and negotiate vendor contracts to ensure fiscally responsible delivery of community programs and events.
  • Create culturally appropriate, inclusive, and multilingual outreach materials (print and digital) such as flyers, toolkits, social media content, infographics, and presentations that drive community awareness and attendance.
  • Maintain and update CRM and outreach databases (e.g., Salesforce, Raiser’s Edge, NationBuilder), track contacts, attendance, follow-ups, and outcomes, and use this data to improve segmentation and targeting.
  • Develop and implement targeted communication campaigns (email, SMS, social media, direct mail) to recruit participants, increase event attendance, and maintain ongoing engagement with community stakeholders.
  • Represent the organization at community meetings, neighborhood coalitions, advisory boards, and public forums, delivering presentations, collecting feedback, and positioning the organization as a trusted community partner.
  • Write grant applications, partnership proposals, and sponsorship packages that articulate community impact, program metrics, and funding needs; collaborate with development team to secure resources.
  • Monitor and report on outreach metrics and program outcomes, prepare monthly and quarterly reports with actionable insights, and present findings to leadership to support strategic decision-making and continuous improvement.
  • Design and implement evaluation tools (surveys, logic models, post-event assessments) to measure participant satisfaction, behavior change, and service uptake, and refine outreach tactics based on results.
  • Coordinate cross-functional teams (programs, marketing, operations) to ensure consistent messaging, timely delivery of materials, and integrated outreach activities that support organizational priorities.
  • Ensure compliance with data privacy regulations, consent best practices, and organizational policies when collecting, storing, and sharing participant information.
  • Develop crisis and contingency outreach plans for urgent community needs, coordinating rapid response communications and partnerships during natural disasters, public health emergencies, or other community crises.
  • Facilitate culturally responsive engagement by applying knowledge of local demographics, languages, cultural norms, and barriers to access; adapt outreach strategies to reach marginalized and underserved populations.
  • Produce media materials and coordinate with communications or PR to respond to media inquiries, prepare spokespeople, and secure earned media coverage that increases program visibility.
  • Negotiate and manage memorandum of understanding (MOUs) and partnership agreements that define responsibilities, deliverables, and data-sharing arrangements with community partners.
  • Lead training sessions and capacity-building workshops for partners and staff on outreach best practices, volunteer management, trauma-informed engagement, and cultural competency.
  • Develop a year-round outreach calendar, prioritizing seasonal needs, grant deadlines, and community milestones to optimize attendance and resource allocation.
  • Use qualitative and quantitative data to build compelling impact narratives, case studies, and success stories for funders, stakeholders, and public-facing communications.
  • Identify barriers to participation (transportation, childcare, hours, language), and design practical solutions such as childcare stipends, transportation vouchers, evening/weekend programming, or mobile outreach units.
  • Track competitor and sector trends, adapt best practices, and propose innovative engagement models (digital town halls, hybrid events, mobile services) to continuously evolve outreach effectiveness.

Secondary Functions

  • Support fundraising efforts by supplying community insights, beneficiary stories, and participation data to development teams and grant writers.
  • Assist in the refinement and implementation of organizational outreach policy, equity frameworks, and safeguarding best practices.
  • Maintain and update content on the organization’s website and event pages to ensure accuracy and search engine optimization for community-facing materials.
  • Contribute to marketing campaigns by briefing designers, photographers, and social media teams on community priorities and audience segmentation.
  • Provide administrative support for contracts, invoices, and outreach supply ordering to keep projects on schedule and within budget.

Education & Experience

Educational Background

Minimum Education:

  • Bachelor’s degree in Communications, Public Administration, Social Work, Community Development, Public Health, Urban Studies, Political Science, or a related field; OR equivalent combination of experience and related training.

Preferred Education:

  • Master’s degree in Social Work (MSW), Public Administration (MPA), Public Health (MPH), Community Development, or related advanced certification in community engagement, nonprofit management, or outreach strategies.
