Core Responsibilities

Primary Functions

  • Prepare comprehensive, line-item cost estimates for entire construction projects by conducting detailed quantity takeoffs from drawings, specs, and 3D models; include materials, labor, equipment, subcontractor scope, indirect costs, and contingency to produce competitive bids.
  • Lead end-to-end bid preparation and submission: assemble proposal documents, prepare bid forms, coordinate pricing inputs, validate unit rates, and ensure compliance with contract requirements and client instructions.
  • Perform takeoffs using paper and digital plans (PDFs, CAD, Revit/BIM) and maintaining strict QA/QC standards to ensure accurate volumes, areas, lengths, and counts for materials and trades.
  • Solicit, evaluate, and reconcile subcontractor and supplier bids, negotiate scope and pricing, and build a competitive subcontractor lineup while maintaining vendor relationships and historical price databases.
  • Maintain and update internal cost databases, unit rate libraries, productivity factors, equipment rates, and material prices to reflect market conditions and improve estimate accuracy over time.
  • Conduct risk identification and quantitative risk analyses for assumptions, schedule impacts, escalating material costs, site conditions, permitting, and site access; recommend contingencies and risk mitigation strategies.
  • Develop conceptual, budgetary, and detailed estimates across project phases (preliminary, design development, 50%/90% CD, bid-ready), translating design changes into cost impacts and alternatives.
  • Lead value engineering and constructability reviews—present cost-saving alternatives, recommend system-level changes, and quantify life-cycle and first-cost trade-offs for stakeholders and clients.
  • Prepare thorough cost summaries, bid tabulations, scope narratives, and proposal executive summaries for leadership and client review, highlighting assumptions, exclusions, and risk allowances.
  • Coordinate with design and engineering teams to clarify ambiguous drawings, respond to RFIs that impact pricing, and ensure that scope interpretations are consistent across the estimating and project teams.
  • Develop labor and crew productivity models and apply regional labor rates, prevailing wage adjustments, union requirements, and overtime premiums into labor cost components.
  • Integrate construction schedule logic with cost data to produce time-phased cash flow projections, manpower loading, and equipment allocation for estimating and early project planning.
  • Review contract documents, specifications, addenda, and allowances to identify clarifications, omissions, and cost exposures; prepare bidder questions and coordinate addendum pricing adjustments.
  • Build and present bid strategy recommendations—low-risk/high-profit, selective bidding, or alternative delivery options—and participate in final bid strategy and pricing approvals with executive leadership.
  • Manage and track estimating deliverables and deadlines in a high-volume environment, prioritize opportunities, and support rapid turnaround bids with consistent quality and audit trails.
  • Prepare post-bid reconciliation and post-award estimate-to-actual analysis to refine estimating models, capture lessons learned, and improve forecasting accuracy for future projects.
  • Support procurement and contract negotiation activities by supplying detailed scope breakdowns, cost justifications, and change order pricing during award negotiations.
  • Perform on-site pre-bid surveys and site visits to assess access, site constraints, existing conditions, and constructability issues; incorporate site-specific cost impacts into the estimate.
  • Collaborate with sustainability/VDC/BIM teams to incorporate energy-efficiency measures, prefabrication, and modular construction cost differentials into estimates and proposals.
  • Supervise and mentor junior estimators and estimating assistants—review work, provide estimating methodologies, set standards for takeoff conventions, and ensure consistent application of company estimating practices.
  • Maintain strict documentation of assumptions, scope inclusions/exclusions, supplier quotes, and version control so estimates are auditable and defendable during negotiations or claims.
  • Track and analyze historical job costs and change orders to update benchmark rates, adjust contingency practices, and refine risk allowances for future estimates.
  • Support marketing and client-facing efforts by preparing fee proposals, fee breakdowns, and cost narratives for client presentations and pre-bid meetings.
  • Ensure compliance with local building codes, permit requirements, bonds, insurance, and contractual constraints that have cost implications for constructability and schedule.

Secondary Functions

  • Assist preconstruction and project management teams with value engineering workshops and constructability input during design meetings.
  • Help develop and maintain standardized estimating templates, scope checklists, and bid day processes to accelerate turnaround and reduce rework.
  • Participate in job start-up meetings to transfer estimating assumptions, baseline costs, and subcontractor commitments into project controls and forecasting.
  • Support continuous improvement initiatives by documenting estimating processes, identifying automation opportunities, and participating in software/tool evaluations.
  • Conduct supplier and subcontractor performance reviews and capture preferred-vendor lists for future estimating activities.
  • Provide ad-hoc analysis for management: bid/no-bid decision support, margin scenario modeling, and sensitivity analysis for major cost drivers.
  • Assist with quantity verification during construction milestones and participate in claims/change order preparation when estimates are impacted.
  • Contribute to safety and logistics reviews in the preconstruction phase to identify cost impacts of site safety requirements, staging, and material handling.
  • Train internal stakeholders on interpreting estimate outputs, assumptions, and the format of cost breakdowns to ensure alignment with project accounting and forecasting.
  • Maintain confidentiality of bid strategies, pricing models, and supplier agreements in line with company procurement policies.

Required Skills & Competencies

Hard Skills (Technical)

  • Detailed quantity takeoff expertise (manual and digital) across multiple trades and construction types.
  • Advanced proficiency in Microsoft Excel (pivot tables, VLOOKUP/XLOOKUP, INDEX/MATCH, VBA basics, cost modeling).
  • Experience with industry estimating and takeoff software such as Sage Estimating, ProEst, PlanSwift, Bluebeam Revu, Trimble, On-Screen Takeoff, or Timberline.
  • Familiarity with BIM/VDC workflows and extracting quantities from Revit/IFC models for model-based estimating.

  • Knowledge of local building codes, permitting, prevailing wage/compliance requirements, and bond/insurance cost implications.
  • Experience with project controls integration: estimate-to-complete (ETC), change order pricing, and historical cost reconciliation.

Education & Experience

Educational Background

Minimum Education:

  • Associate or Bachelor's degree in Construction Management, Civil Engineering, Architectural Technology, or a related field, or equivalent construction industry experience.

Preferred Education:

  • Bachelor’s degree in Construction Management, Civil Engineering, Architecture, or Quantity Surveying.
  • Professional certifications such as Certified Professional Estimator (CPE) from AACE, ASPE, or related estimating credentials.

Experience Requirements
