Primary Functions
- Develop and implement comprehensive procurement strategies and sourcing plans aligned to the construction program schedule, cost targets and quality requirements, while continuously identifying opportunities for cost reduction and value engineering.
- Plan, manage and execute high-volume tendering processes (RFPs, RFQs, ITTs) for materials, equipment and subcontracted works, including drafting scope of works, specifications, evaluation criteria and commercial terms to ensure transparent and competitive supplier selection.
- Lead commercial negotiations with vendors and major subcontractors to secure favorable contract terms, pricing, delivery schedules, payment milestones and performance guarantees while protecting the company’s commercial interests and mitigating risk.
- Manage the full lifecycle of procurement activities for multiple projects simultaneously, from supplier pre-qualification and evaluation through purchase order issuance, order tracking, expediting and invoice reconciliation.
- Establish and maintain a robust supplier pre-qualification and onboarding program that assesses technical capability, safety record, financial stability and sustainability credentials of contractors and vendors.
- Draft, review and administer procurement contracts, master service agreements, subcontract agreements and purchase orders in coordination with the legal and commercial teams to ensure compliance with company policy and local laws.
- Implement and enforce procurement governance, policies and procedures—ensuring audit-ready documentation, approvals, segregation of duties and timely reporting to internal stakeholders and auditors.
- Develop and maintain category-specific sourcing strategies for major construction materials (steel, concrete, MEP equipment, cladding, glazing, mechanical systems) including make-or-buy analysis, market assessments and long-lead item planning.
- Monitor supplier performance using KPIs (on-time delivery, quality acceptance rate, claims frequency, responsiveness), run supplier scorecards, conduct performance reviews and implement corrective action plans for underperforming suppliers.
- Coordinate procurement schedules with project controls and site teams to sequence deliveries, manage storage and logistics, minimize onsite congestion and align procurement milestones with construction critical path.
- Drive demand forecasting, bill of materials (BOM) validation and purchase plan optimization to reduce lead times, inventory carrying costs and avoid material shortages that could impact project schedules.
- Lead cross-functional commercial reviews and bid evaluation panels, providing procurement input on risk allocation, pricing structures, scope gaps, and alternative sourcing/options to the project leadership team.
- Manage procurement budgets and procurement-related cost forecasts, identify and quantify cost-saving initiatives and validate actual savings through post-award tracking and supplier invoice verification.
- Oversee expediting activities for long-lead items and critical equipment, coordinate factory acceptance testing (FAT), shipping, customs clearance and delivery handover to site-based teams.
- Ensure procurement activities reflect contract requirements for quality assurance, HSE (health, safety and environment) compliance, regulatory certifications and sustainability standards including recycled content or low-carbon alternatives where required.
- Resolve claims, disputes and commercial issues with vendors and subcontractors in concert with legal and commercial counsel, maintaining rigorous documentation of correspondence, changes and approvals.
- Maintain and continuously improve procurement systems and e-procurement tools (ERP modules such as SAP, Oracle, JDE and platforms like Ariba) to automate workflows, improve data integrity and enable analytics-driven decision making.
- Build, mentor and lead a high-performing procurement team: define roles, set objectives, conduct performance reviews, deliver training on best practices and maintain knowledge transfer across projects.
- Perform market intelligence and supplier market mapping to identify new sources, emerging technologies and alternative materials that reduce cost, shorten lead times or improve constructability.
- Develop and present weekly/monthly procurement reports and dashboards to senior management outlining procurement status, risks, mitigations, savings tracking and supplier performance metrics.

Educational Background
Minimum Education:
