Core Responsibilities
Primary Functions
- Develop, implement and maintain the project-specific safety and health program, including site safety plans, fall protection plans, confined space entry procedures, excavation and trenching controls, and permit-to-work systems that comply with OSHA 29 CFR 1926 and applicable state regulations.
- Lead job-site hazard identification and risk assessments (JSA/JHA), prepare safe work method statements (SWMS) and task-specific controls for high-risk activities such as heavy lifting, crane operations, scaffolding erection, and live electrical work.
- Conduct daily and scheduled site safety inspections and audits, generate corrective action reports, track closure of non-conformances and drive continuous improvement to reduce repeat findings and improve audit scores.
- Manage incident reporting and lead thorough incident and near-miss investigations using root-cause analysis methodologies, prepare investigation reports, implement corrective/preventative actions and communicate lessons learned to crews and subcontractors.
- Design, schedule and deliver targeted safety training programs and toolbox talks (fall protection, PPE use, hazard communication, lockout/tagout, confined space, excavation, emergency response), and maintain training records for craft workers, supervisors and subcontractor crews.
- Oversee subcontractor pre-qualification, safety orientation and ongoing compliance monitoring; enforce contractor safety performance requirements, conduct regular subcontractor audits, and escalate non-compliance to project leadership.
- Maintain safety documentation, permits, incident logs, OSHA 300/300A reporting, EMR/TRIR tracking, and other regulatory records using the company’s EHS management system or safety software (e.g., Procore Safety, iAuditor, eCompliance, SiteDocs).
- Develop and maintain emergency response plans, coordinate emergency drills, liaise with local emergency services, and ensure first-aid and rescue procedures are in place for each project phase.
- Monitor and manage PPE programs and equipment inspections (fall arrest systems, scaffolding tags, fire extinguishers, etc.), ensure calibration and maintenance of safety-critical equipment, and control hazardous materials on site through SDS management and proper storage practices.
- Partner with project managers and site superintendents to integrate safety into project planning, pre-construction safety reviews, design-for-safety sessions, and daily field operations to minimize schedule impacts while protecting workers.
- Implement behavior-based safety initiatives and positive reinforcement programs that engage field employees, supervisors and trade partners to reduce at-risk behaviors and build a proactive safety culture.
- Conduct ergonomics reviews, heat stress/cold stress monitoring and fatigue management strategies for crews performing repetitive or outdoor tasks; implement controls such as modified schedules, hydration plans and rest breaks.
- Coordinate and oversee specialized safety activities, such as hot work permitting, confined space entries, crane lifts, rigging inspections and lockout/tagout procedures, ensuring competent person or qualified attendant presence where required.
- Ensure compliance with environmental controls related to construction (spill prevention, erosion control, waste management) and coordinate with environmental specialists to prevent regulatory violations and protect project sites.
- Prepare safety performance reports and KPIs for project leadership and corporate EHS, including TRIR, DART, near-miss rates, leading indicators (inspections, toolbox talks) and forecasted risk trends for executive review.
- Drive corrective action plans following internal or external audits and regulatory inspections; coordinate responses to OSHA or other agency inquiries and ensure timely abatement of cited hazards.
- Manage return-to-work and injury case management processes, coordinate with HR and claims administrators, support light-duty programs, and contribute to efforts that reduce lost time and overall workers’ compensation costs.
- Participate in project planning meetings, pre-construction meetings and design reviews to influence safe sequencing of work, temporary works design, and means-and-methods that reduce worker exposure to hazards.
- Oversee site signage, barricading, traffic control plans and public safety measures including pedestrian protections adjacent to active construction zones to protect workers and the public.
- Maintain professional certifications and site competencies, serve as a subject matter expert to leadership on construction safety best practices, regulatory updates and innovations (e.g., safety tech, automation) that reduce risk on projects.
- Mentor and coach site supervisors and safety staff, provide performance feedback and build bench strength for future safety leadership through on-the-job training and development plans.
- Coordinate drug and alcohol testing programs, fit-for-duty assessments and monitor compliance with company policies and client requirements.
- Support procurement and contract teams in developing safety language for subcontracts, verifying vendor safety programs and influencing selection based on safety performance.

Educational Background
Minimum Education:
- Associate or Bachelor’s degree in Construction Management, Occupational Safety & Health, Engineering, Industrial Hygiene, or related field; equivalent safety field experience may be accepted in lieu of a degree.
Preferred Education:
- Bachelor’s degree in Construction Management, Safety, Industrial Hygiene or a related technical field.
- Professional safety certifications such as CSP (Certified Safety Professional), CHST (Construction Health and Safety Technician), NEBOSH, or OSHA Authorized Trainer credentials are highly preferred.
