Core Responsibilities
Primary Functions
- Develop, implement and maintain the project-specific Health, Safety and Environment (HSE) plan and safety management system aligned with corporate policy, client contract requirements and applicable regulations (e.g., OSHA, local statutory requirements, ISO 45001).
- Conduct comprehensive site inspections and daily walkthroughs to identify hazards, unsafe work practices and non-conformances; document findings, issue corrective actions and verify timely closure.
- Lead job hazard analyses (JHAs), job safety analyses (JSAs) and task-based risk assessments for high-risk activities (e.g., working at height, heavy lifting, excavation, lifting operations, hot works).
- Prepare, issue and manage permit-to-work systems (hot work permits, confined space entry permits, excavation permits) ensuring compliance and proper authorization before high-risk tasks commence.
- Plan and deliver toolbox talks, on-the-job coaching and mandatory safety briefings to craft workers, supervisors and subcontractors to reinforce safe behaviors and procedural compliance.
- Investigate incidents, near-misses and accidents using root cause analysis techniques; produce investigation reports, recommend corrective and preventive actions and follow up to ensure implementation.
- Monitor and enforce the use of personal protective equipment (PPE) and fall-protection systems; assess PPE adequacy for specific tasks and coordinate procurement or replacement as required.
- Manage the site emergency response plan and coordinate regular emergency drills, first-aid readiness and on-site emergency equipment inspections (fire extinguishers, eyewash stations, stretchers).
- Conduct contractor pre-qualification, onboarding safety inductions and regular contractor safety audits to ensure subcontractor compliance with project safety standards.
- Maintain accurate safety documentation and records (inspections, training logs, permits, incident reports, toolbox talk registers) and prepare reports for management, clients and regulatory bodies.
- Perform behavioral-based safety observations and coaching to identify at-risk behaviors, deliver corrective coaching and develop positive reinforcement programs that drive culture change.
- Coordinate with project management, engineering and procurement to review designs and work methods for constructability and safety, influencing design-for-safety and hazard elimination where possible.
- Review and approve method statements, safe work procedures and lifting plans, ensuring they are practical, compliant and communicated effectively to field teams.
- Lead pre-task planning and daily safety huddles with supervisors and foremen to schedule safe work sequences, highlight specific hazards and confirm control measures are in place.
- Implement and manage isolation and lockout/tagout procedures for mechanical, electrical and hydraulic systems during maintenance, commissioning and testing activities.
- Conduct occupational health surveillance activities and coordinate with occupational health providers for medicals, hearing conservation, respiratory protection programs and exposure monitoring.
- Perform scaffolding, crane and lifting equipment inspections and coordinate with competent persons to ensure certification, periodic inspections and safe rigging practices.
- Support quality and environmental teams by integrating safety considerations into inspections, environmental controls (dust, noise, spill prevention) and site housekeeping standards.
- Track safety KPIs (TRIR, LTIF, near-miss rates, corrective action closure times) and produce weekly/monthly performance reports with data-driven recommendations and trend analysis.
- Facilitate and participate in internal and external audits (client audits, regulatory inspections) and lead the development and implementation of corrective action plans in response to audit findings.
- Drive continuous improvement by reviewing safety program effectiveness, delivering lessons-learned sessions, updating procedures and benchmarking against industry best practices.
- Provide onsite supervision and decision-making support for high-risk operations, including rigging lifts, heavy plant mobilization/demobilization and complex temporary works installation.
- Coordinate interface management across trades and client operations to resolve safety conflicts, clarify responsibilities and maintain safe access and egress routes.
- Manage site signage, barricading, traffic management and pedestrian segregation to reduce site-exposure risks and ensure compliance with traffic management plans.
- Maintain and update emergency contact lists, escalation procedures and coordinate with local authorities, fire services and medical facilities as required in the event of an incident.

Hard Skills (Technical)

Educational Background
Minimum Education:
