- Inspect bulk milk hauling units and tankers for sanitation, temperature control, proper documentation, and calibration of milk meters and thermometers; endorse or reject shipments based on compliance and safety criteria.
- Perform plant inspections that include pasteurization verification, monitoring of critical control points (CCPs), review of pasteurizer records (time/temperature charts), and observation of production practices to ensure pasteurization and cooling meet regulatory requirements.
- Collect microbiological and chemical samples (raw milk, pasteurized milk, cream, cheese, ice cream, whey, cleaning solutions) using established sampling protocols; package and chain-of-custody documentation for transport to certified laboratories.
- Review and verify HACCP plans, SSOPs (Sanitation Standard Operating Procedures), and preventive control plans; assess the effective implementation of procedures designed to control biological, chemical, and physical hazards.
- Investigate foodborne illness reports and contamination events linked to dairy products; conduct traceback and trace-forward activities, prepare investigative reports, and coordinate with public health authorities when necessary.
- Evaluate plant sanitation practices, including CIP (clean-in-place) effectiveness, detergent selection, contact times, and verification monitoring to ensure elimination of biofilm and microbial risk.
- Verify calibration and maintenance records for inspection instruments, laboratory equipment, thermometers, and other measurement devices; perform field checks and recommend calibration actions when necessary.
- Enforce regulatory compliance by issuing non-compliance notices, closure orders, or hold tags when product or facility conditions present imminent public health risks; document findings and follow up to ensure corrective action.
- Assess refrigeration systems, cold chain integrity, and storage conditions to confirm proper temperature control across production, storage, transport, and retail distribution of dairy products.
- Review facility records, including milk receipts, adulteration logs, pasteurization records, and corrective action logs, to ensure completeness, accuracy, and adherence to regulatory retention requirements.
- Provide technical guidance and education to dairy producers, truck drivers, plant operators, and quality staff on best practices for milk hygiene, sampling techniques, documentation, and corrective actions to reduce future non-compliance.
- Participate in and support official sampling programs (e.g., regulatory monitoring, residue testing, antibiotic screening) and submit samples for laboratory analysis in accordance with chain-of-custody and quality assurance practices.
- Conduct environmental monitoring programs in processing facilities (e.g., swabbing for Listeria, coliforms, and other pathogens) and interpret results to recommend remediation and process changes.
- Support recall readiness by maintaining current product and supplier traceability records, participating in mock recalls, and executing rapid recall procedures when consumer safety is compromised.
- Collaborate with laboratory personnel to interpret analytical results, correlate field observations to lab findings, and determine the regulatory disposition of product (accept, rework, hold, or destroy).
- Maintain accurate, timely inspection reports and regulatory documentation using electronic inspection systems or paper records; prepare clear, defendable reports suitable for administrative or legal actions.
- Coordinate with other regulatory agencies (public health, veterinary services, environmental health) and internal stakeholders during multi-agency investigations and joint inspections.
- Monitor emerging dairy safety risks and technology trends (e.g., raw milk alternatives, artisan cheese processes) and adapt inspection practices and guidance to address new hazards.
- Support continuous improvement initiatives by participating in internal audits, root cause analyses, corrective action planning, and training programs to improve compliance and operational efficiency.
- Ensure personal and team safety by following established PPE, confined space, and safe animal handling procedures while on farms and in plants; report and document safety incidents promptly.
- Provide testimony and technical support during hearings, enforcement actions, or legal proceedings as needed, including preparation of exhibits and factual summaries of inspection observations.
- Participate in public outreach and industry workshops to promote regulatory understanding, share inspection insights, and foster cooperative relationships with dairy stakeholders.
Secondary Functions
- Maintain updated training records and certifications; attend continuing education to stay current on PMO updates, HACCP guidance, and state dairy regulations.
- Assist with development and revision of inspection procedures, checklists, and guidance materials to reflect best practices and regulatory changes.
- Support laboratory coordination by scheduling sample transportation, confirming receipt, and following up on delayed results to prevent workflow disruptions.
- Provide back-up coverage for complaint intake and triage during high demand or staffing shortages; document complaints and escalate when appropriate.
- Contribute to periodic risk assessments and inspection prioritization plans to focus resources on higher-risk facilities and products.
- Help maintain the inspection device inventory (thermometers, pH meters, ATP luminometers) and request procurement of specialized equipment or supplies when needed.
- Participate in community outreach events, producer meetings, and industry associations to communicate regulatory expectations and improve voluntary compliance.
- Support data reporting and KPI tracking for the dairy program, providing summary statistics and trend analyses to management for resource planning.
- Mentor new inspectors and perform field training, including ride-alongs and joint inspections, to ensure consistent application of inspection standards.
- Assist with emergency response coordination during natural disasters to protect milk safety and support continuity of supply for affected producers and processors.
