🎯 Role Definition

The Deputy Warden is the second-in-command in a correctional facility and partners with the Warden to provide strategic and operational leadership across security, programs, classification, and administration. This role directs day-to-day security operations, supervises senior custody staff, enforces policy and statutory requirements, leads emergency response and investigative activity, manages budgets and resources, and supports rehabilitative programming that reduces recidivism. The Deputy Warden must balance strict security standards with professional staff development, data-informed decision making, and community and agency stakeholder engagement.

Core Responsibilities

Primary Functions

  • Provide direct leadership and supervision for all custody, security, and institutional operations, ensuring compliance with agency policy, state and federal regulations, and established standards for safe, secure, and humane confinement.
  • Oversee and coordinate daily housing unit operations, inmate movements, security escorts, perimeter control, and shift briefings to maintain consistent security posture across the facility.
  • Develop, implement, and enforce institutional policies and standard operating procedures (SOPs) related to safety, contraband control, use-of-force, disciplinary procedures, and inmate grievance processing.
  • Lead emergency preparedness and response including riot control, hostage/recovery situations, fire and medical incidents, escapes, and natural disasters; coordinate multi-agency incident command when necessary.
  • Supervise, mentor, and evaluate senior custody and civilian staff — including captains, lieutenants, sergeants, and administrative leaders — conducting performance reviews, corrective action, and succession planning.
  • Manage staffing models, scheduling, and overtime controls to ensure adequate coverage while controlling personnel costs and minimizing staff fatigue and burnout.
  • Direct classification and housing decisions for inmates, including risk assessments, classification reviews, transfers, segregation/disciplinary placements, and reentry readiness evaluations.
  • Oversee facility security systems and technology such as CCTV, access control, alarm systems, body scanners, and perimeter detection; coordinate maintenance and upgrades with IT and Facilities teams.
  • Lead internal investigations into critical incidents, allegations of staff misconduct, inmate-on-inmate or inmate-on-staff assaults, and use-of-force incidents; ensure thorough documentation, evidence preservation, and timely reporting to oversight bodies.
  • Ensure compliance with legal mandates and court orders, coordinate with counsel and compliance officers on litigation-related matters, and prepare documentation and testimony for hearings or court proceedings.
  • Develop and monitor operating and capital budgets for assigned portfolios; recommend resource allocations, cost-saving measures, and capital improvement priorities linked to institutional needs and safety.
  • Collaborate with behavioral health, medical, education, and reentry program managers to align security practices with rehabilitative services, reduce recidivism, and support successful community reintegration.
  • Create and deliver training curricula for security staff on crisis intervention, de-escalation techniques, tactical response, mental health awareness, and ethical conduct; oversee academy and ongoing professional development activities.
  • Implement data-driven performance metrics and key performance indicators (KPIs) for safety, contraband reductions, incident rates, staff turnover, and program outcomes; produce regular operational reports for executive leadership.
  • Lead change management initiatives to improve operational efficiency and institutional safety, including policy revisions, technology adoption, and process re-engineering.
  • Cultivate a culture of professionalism, accountability, and ethical conduct; enforce standards of behavior and model community corrections values across leadership ranks.
  • Act as the Warden’s delegated authority during absences, assuming full command responsibility for institutional operations, stakeholder communications, and emergency decisions.
  • Serve as primary liaison with external stakeholders including law enforcement partners, judiciary, victim services, community reentry organizations, labor unions, and oversight agencies.
  • Manage contraband interdiction programs, search strategies, intelligence collection, and targeted enforcement operations to reduce weapons, drugs, and illicit devices in the facility.
  • Coordinate inmate disciplinary boards and ensure due process rights are provided; review sanctions, restorative justice alternatives, and program-based incentives.
  • Oversee medical and mental health coordination during custody incidents and for special needs populations, including suicide prevention, chronic care management, and isolation safeguards.
  • Ensure environmental health and safety compliance within the facility, including sanitation, food services, utilities, and occupational safety for staff.
  • Prepare and present detailed incident debriefs, after-action reports, and corrective action plans following critical events; track implementation and outcomes.
  • Drive continuous improvement through audits, inspections, and accreditation processes (e.g., ACA, PREA compliance), addressing findings and implementing corrective measures with measurable timelines.

Education & Experience

Educational Background

Minimum Education:

  • Associate’s degree OR equivalent combination of education and progressive corrections experience.
