Core Responsibilities

Primary Functions

  • Lead multi-sector disaster response operations, developing and executing the operational plan, establishing priorities, and mobilizing staff and resources to meet immediate life-saving needs while maintaining adherence to donor and organizational standards.
  • Activate and manage incident command structures (ICS/NIMS) or equivalent emergency management frameworks, serving as Incident Commander or Operations Section Chief during response phases and ensuring clear roles, responsibilities, and chain of command.
  • Coordinate across government agencies, local authorities, UN agencies, international NGOs, community leaders, and private-sector partners to harmonize assessments, avoid duplication of services, and align on protection, shelter, WASH, health, food security, and logistics interventions.
  • Lead rapid needs assessments, gap analyses, and multi-cluster initial rapid assessments (MIRA) — synthesizing quantitative and qualitative data into situation reports (SitReps), response recommendations, and resource request documents within tight timelines.
  • Design, deploy and oversee shelter and mass-care operations including site selection, capacity planning, beneficiary registration, protection referrals, and camp management standards to ensure safety, dignity, and access to services.
  • Direct logistics operations for procurement, warehousing, transportation, and distribution of relief items, including creating supply chain plans, tracking critical commodities, and negotiating emergency contracts with vendors and transporters.
  • Manage cash-based interventions and multi-purpose cash programming in emergencies — setting targeting criteria, safeguarding mechanisms, cash delivery modalities, and monitoring for accountability and impact.
  • Develop and implement rapid staff surge plans, including recruitment, rostering, mobilization, induction, security briefings, and remote or in-country deployment support to maintain adequate operational capacity.
  • Oversee protection mainstreaming across all response sectors, ensuring GBV (gender-based violence) risk mitigation, child protection referrals, and accessible services for persons with disabilities and marginalized groups.
  • Maintain and update emergency SOPs, contingency plans, and standard operating guidance; run regular preparedness drills and simulation exercises to test and improve response readiness.
  • Lead emergency communications and public information efforts, developing key messages, coordinating press briefings, and maintaining transparent community communications (two-way communications) to address rumors and build trust.
  • Monitor field security conditions, coordinate with security advisors, implement context-specific mitigation measures, and ensure staff and beneficiary safety and continuity of operations during volatile conditions.
  • Draft and submit funding proposals, emergency appeals, and donor briefings; coordinate with grants teams to ensure compliance with donor requirements, eligible expenditures, and timely financial reporting.
  • Manage budgets for emergency operations, tracking expenditures, producing financial forecasts, and ensuring cost-efficiency and compliance with organizational and donor financial controls.
  • Lead post-response recovery planning including transition strategies, livelihood rehabilitation, durable shelter solutions, and integration of disaster risk reduction measures into recovery programs.
  • Supervise and coach cross-functional field teams — program officers, logistics, protection, health, WASH, and monitoring & evaluation staff — setting performance objectives and ensuring high-quality outputs under pressure.
  • Produce timely and accurate after-action reviews, lessons-learned reports, and monitoring & evaluation outputs to inform program adaptations and institutional learning for future responses.
  • Implement beneficiary feedback and accountability mechanisms (hotlines, community focal points, suggestion boxes) and ensure complaints and feedback are logged, triaged, and addressed in line with PSEA and safeguarding policies.
  • Serve as the primary liaison for multi-agency cluster/sector coordination meetings, maintaining up-to-date shared information products (maps, cluster matrices, 3W lists — who does what, where) and facilitating joint rapid response actions.
  • Ensure robust data collection, GIS mapping, and dashboarding to visualize needs, track response indicators, monitor caseloads, and support evidence-based decision-making for scalable interventions.
  • Manage procurement of emergency supplies under pressure, ensuring quality control, timely customs clearance where required, and adherence to ethical procurement practices and donor regulations.
  • Provide technical guidance and capacity-building to local partners and community-based organizations, strengthening local response capacity, community-led planning, and sustainable preparedness measures.
  • Ensure compliance with legal, regulatory, and insurance requirements, including health and safety protocols, staff duty of care, and data protection in humanitarian contexts.
  • Oversee integration of environmental and climate risk considerations into emergency response planning and recovery programming to reduce negative environmental impact and increase resilience.

  • Maintain and update emergency contact rosters, deployment checklists, and rapid response toolkits to ensure swift operational activation when incidents occur.
  • Compile daily situation reports (SitReps) and brief senior leadership, donors, and external stakeholders with concise operational updates, risks, and mitigation actions.
  • Support grant teams with documentation for donor compliance, narrative and financial reporting, and documentation required for audits and post-distribution monitoring.
  • Coordinate internal knowledge management: curate response templates, checklists, lessons learned, and case studies to inform continuous improvement across emergency teams.
  • Provide input to preparedness and contingency planning cycles, including pre-positioning of relief stocks, contingency budgets, and trigger-based response options.
  • Liaise with HR and logistics to arrange staff welfare, rotations, medical evacuations, and support services during long-duration responses.
  • Facilitate cross-training and tabletop exercises to improve interoperability among clusters, partners, and local authorities ahead of the high-risk seasons.

Education & Experience

Educational Background

Minimum Education:

  • Bachelor's degree in Emergency Management, Humanitarian Affairs, Public Administration, International Development, Sociology, Logistics, Public Health, or a related field.

Preferred Education:

  • Master's degree in Emergency Management, International Humanitarian Action, Public Health (MPH), Disaster Risk Reduction (DRR), or related advanced degree.
  • Professional certifications such as FEMA ICS certifications, Certified Emergency Manager (CEM), or Humanitarian Certifications (PHAP, CHS Alliance) are highly desirable.
