Core Responsibilities
Primary Functions
- Establish, maintain, and manage the Performance Measurement Baseline (PMB) for complex projects, ensuring the complete integration of project scope, schedule, and budget.
- Perform in-depth and routine analysis of project performance data, meticulously calculating and interpreting key EVM metrics such as Cost Variance (CV), Schedule Variance (SV), and Variance at Completion (VAC).
- Develop, generate, and distribute comprehensive monthly project performance reports, including Cost Performance Reports (CPRs) and Integrated Master Schedule (IMS) status updates for both internal and external stakeholders.
- Collaborate closely with Control Account Managers (CAMs) to develop detailed work packages, assess performance, collect status updates, and generate accurate bottom-up Estimates at Completion (EACs).
- Facilitate and actively participate in Integrated Baseline Reviews (IBRs) to ensure a mutual understanding and acceptance of the project baseline between the project team and the customer.
- Ensure the absolute integrity and accuracy of project data by performing rigorous reconciliations between financial systems (e.g., SAP, Oracle), scheduling tools (e.g., Primavera P6), and the EVM engine (e.g., Deltek Cobra).
- Manage the project's formal change control process, including the preparation, review, and implementation of Baseline Change Requests (BCRs) to maintain baseline integrity.
- Maintain and manage the project's Work Breakdown Structure (WBS), WBS Dictionary, and Organizational Breakdown Structure (OBS) to ensure proper cost collection and performance measurement.
- Provide expert guidance, training, and mentorship to project managers, CAMs, and other team members on EVM principles, processes, and best practices in compliance with EIA-748 standards.
- Conduct detailed schedule analysis, including critical path analysis and schedule health assessments, to identify potential risks and impacts on project deadlines.
- Support the development and submission of contractually required data deliverables, ensuring timeliness, accuracy, and compliance with all customer requirements.
- Identify, analyze, and document the root causes of performance variances, and work proactively with project teams to develop and implement effective corrective action plans.
- Develop and maintain project-specific EVMS documentation, including system descriptions and procedures, to support system validation and surveillance activities.
- Interface directly with customer and government audit agencies during EVMS surveillance, compliance reviews, and data quality assessments.
- Forecast future project performance by developing robust and defensible Estimates at Completion (EACs) using various calculation methods and performance factors.
- Lead the monthly business rhythm for EVM reporting, coordinating data collection, analysis, and report generation across all project functions to meet deadlines.
- Prepare and present detailed project status briefings and performance summaries to various levels of management, tailoring the content and level of detail to the specific audience.

Required Skills & Competencies
Hard Skills (Technical)
- EVM Software Proficiency: Hands-on experience with dedicated Earned Value Management software such as Deltek Cobra, wInsight, or similar EVM engines.
- Mastery of Scheduling Tools: Advanced proficiency in project scheduling software, particularly Primavera P6 and/or Microsoft Project, including resource loading and baseline management.
- Advanced Microsoft Excel: Expertise in using advanced Excel functions, including Pivot Tables, VLOOKUP, INDEX/MATCH, and complex formulas for data analysis and reporting.
- ERP System Experience: Familiarity with Enterprise Resource Planning (ERP) systems like SAP, Oracle, or Deltek Costpoint for cost data extraction and reconciliation.
- Data Visualization: Experience with data visualization tools like Power BI or Tableau to create insightful dashboards and performance graphics.
- EIA-748 Knowledge: Deep understanding of the 32 guidelines within the EIA-748 Standard for Earned Value Management Systems.
- Database Querying: Basic to intermediate ability to query data from databases using SQL is highly desirable.

Education & Experience
Educational Background
Minimum Education:
