Core Responsibilities
Primary Functions
- Provide strategic leadership and vision for the design, implementation, and continuous evaluation of all employment and workforce development programs to ensure alignment with the organization's mission.
- Develop and manage annual program budgets, ensuring fiscal responsibility, compliance with diverse funder requirements, and the long-term financial health of the department.
- Cultivate and maintain a robust network of strategic relationships with employers, community partners, educational institutions, and government agencies to create sustainable pipelines for client employment and training.
- Lead, supervise, mentor, and evaluate a high-performing team of program managers, job developers, and case managers, fostering a collaborative, inclusive, and results-oriented team culture.
- Ensure all programs operate in strict compliance with federal, state, and local regulations, as well as the specific reporting and performance standards set by grantors and funding bodies.
- Oversee the systematic collection, analysis, and reporting of program data to track key performance indicators (KPIs), measure client outcomes, and inform data-driven decision-making for continuous quality improvement.
- Spearhead the development of new and innovative program models and service delivery strategies to address emerging labor market trends and the evolving needs of diverse client populations.
- Directly manage complex grant portfolios, including overseeing the grant application process, managing deliverables, and ensuring the submission of timely and accurate reports to funders.
- Serve as the primary public spokesperson and advocate for the organization's employment initiatives, effectively representing the organization at conferences, community events, and policy forums.
- Collaborate closely with the executive leadership team to align workforce program goals with the organization's broader strategic plan and cross-departmental initiatives.
- Develop and implement comprehensive client recruitment, outreach, and intake strategies to effectively engage and serve target populations, including individuals with significant barriers to employment.
- Oversee the curriculum development, refinement, and delivery of job readiness training, vocational workshops, digital literacy programs, and other skill-building activities for program participants.
- Establish and monitor rigorous quality assurance protocols to ensure the consistent delivery of high-impact services across all program sites and a positive, empowering experience for all clients.
- Foster a trauma-informed and culturally competent service environment that respects the diversity, dignity, and lived experiences of all program participants and staff.
- Prepare and present regular, detailed reports on program progress, financial status, challenges, and successes to the Executive Director, Board of Directors, and other key stakeholders.
