Core Responsibilities

Primary Functions

  • Direct and oversee all on-site engineering and technical activities across the project lifecycle, from planning and design review to execution and commissioning.
  • Manage, mentor, and lead a multi-disciplinary team of engineers, designers, and technical staff, fostering a culture of collaboration, accountability, and high performance.
  • Develop, manage, and execute detailed project plans, work packages, and construction schedules, ensuring logical sequencing and efficient resource allocation.
  • Enforce strict adherence to all health, safety, and environmental regulations (e.g., OSHA, MSHA, EPA), actively championing a "zero-harm" safety culture through visible leadership.
  • Monitor, control, and report on project budgets, costs, and forecasts, identifying variances and implementing corrective actions to ensure financial objectives are met.
  • Provide expert technical guidance, problem-solving, and troubleshooting support to site teams, resolving complex engineering and construction challenges in real-time.
  • Serve as the primary technical liaison between the project team, clients, subcontractors, vendors, and regulatory bodies, ensuring clear and consistent communication.
  • Lead the development and implementation of comprehensive Quality Assurance and Quality Control (QA/QC) programs to meet and exceed project specifications.
  • Review and approve critical engineering designs, technical drawings, RFI responses, and material submittals to ensure constructability and compliance.
  • Manage the procurement, logistics, and timely delivery of all engineering-related materials, services, and equipment in coordination with the supply chain team.
  • Conduct regular, thorough site inspections and audits to monitor work progress, quality of workmanship, and compliance with safety and design standards.
  • Prepare and present detailed progress reports, performance metrics, and technical updates to senior management and key stakeholders.
  • Champion the implementation of continuous improvement initiatives, lean construction principles, and innovative technologies to enhance project efficiency and outcomes.
  • Proactively identify, assess, and mitigate project risks related to engineering, schedule, cost, and safety throughout the project duration.
  • Facilitate critical design reviews, constructability analyses, and value engineering workshops to optimize project design and execution strategies.
  • Manage the project scope and oversee the change order management process, ensuring all changes are properly documented, reviewed, and approved.
  • Ensure seamless coordination and integration with project management, operations, and maintenance teams to support a smooth transition from construction to operation.
  • Oversee the compilation of all project documentation, including as-built drawings, test records, and turnover packages for final client acceptance.
  • Drive performance by setting clear goals, providing regular feedback, and managing the professional development of the engineering team.
  • Resolve contractual and technical conflicts with subcontractors and suppliers, ensuring project objectives are not compromised.

Required Skills & Competencies

Hard Skills (Technical)

  • High proficiency in project management scheduling software such as Primavera P6 and/or Microsoft Project.
  • Expertise in budget management, cost control, financial forecasting, and earned value management (EVM).
  • Deep, applied knowledge of relevant engineering codes, industry standards, and regulatory requirements (e.g., OSHA, MSHA, EPA, ACI, AISC).
  • Strong understanding of construction means and methods, materials science, and modern industry practices.
  • Advanced ability to read, interpret, and scrutinize complex engineering drawings, P&IDs, schematics, and technical specifications.
  • Proven experience implementing and managing rigorous Quality Assurance/Quality Control (QA/QC) processes and documentation systems.
  • Working knowledge of CAD and 3D modeling software (e.g., AutoCAD, Civil 3D, Navisworks) for design review and clash detection.

Education & Experience

Educational Background

Minimum Education:

  • Bachelor’s Degree in an Engineering discipline from an accredited institution.

  • Master’s Degree in Engineering, Construction Management, or an MBA.
  • Active Professional Engineer (PE) licensure.

Experience Requirements

  • A minimum of 5-7 years in a direct supervisory or management role, leading multi-disciplinary engineering and technical teams on-site.
