Core Responsibilities

Primary Functions

  • Conduct routine and complaint-driven inspections of industrial, commercial, and construction sites to assess compliance with federal, state, and local environmental regulations including the Clean Water Act (CWA), Clean Air Act (CAA), RCRA, CERCLA and stormwater permit requirements.
  • Plan and perform environmental site inspections, documenting observations in field notebooks and electronic inspection systems, photographing noncompliant conditions, and comparing site conditions to permit conditions and regulatory criteria.
  • Collect environmental samples (soil, groundwater, surface water, sediment, air, and industrial discharges) using approved sampling protocols and maintain strict chain-of-custody procedures for laboratory submission.
  • Use field instruments (e.g., gas meters, PID, flow meters, turbidity meters, multi-parameter sondes) to measure emissions, effluent flow, and basic water quality parameters and interpret results to determine compliance.
  • Evaluate air emission sources and review monitoring data, stack test reports, and facility records to ensure compliance with permit limits, monitoring requirements and reporting obligations.
  • Review facility operations, maintenance records, manifests, waste characterization and disposal documentation to verify hazardous and non-hazardous waste handling follows RCRA and state hazardous waste rules.

  • Perform compliance audits assessing Environmental Management Systems (EMS) and ISO 14001 elements, recommend corrective actions, and track implementation of corrective action plans.
  • Inspect stormwater pollution prevention plans (SWPPPs), best management practices (BMPs), and erosion & sediment control measures at construction and industrial sites to prevent offsite discharge and noncompliance.
  • Conduct follow-up inspections to verify corrective actions and compliance with agreed remediation schedules, permit modifications, and consent decrees.
  • Review permit applications, permit renewals and engineering drawings to identify potential environmental impacts, required controls and enforceable permit conditions.
  • Coordinate and conduct emergency response activities for spills, releases and other incidents, document response actions, and recommend interim controls and long-term remediation strategies.
  • Maintain detailed and accurate records in regulatory databases, prepare inspection summaries and annual compliance reports for internal and public distribution.
  • Support multi-agency investigations by sharing inspection data, sampling results and photographs with federal, state and local partners and participating in joint inspections when required.

Educational Background

Minimum Education:

  • Associate degree in environmental science, environmental technology, natural resources, or related technical field plus 2–3 years of relevant field inspection or sampling experience.
  • OR High school diploma/GED with technical certifications (e.g., HAZWOPER) and 4–6 years of directly relevant inspection/field experience.

Preferred Education:

  • Bachelor’s degree in Environmental Science, Environmental Engineering, Geology, Chemistry, Biology, or a closely related field.
