Core Responsibilities
Primary Functions
- Develop, implement and continuously improve comprehensive environmental services programs that meet or exceed regulatory standards (Joint Commission, OSHA, CMS, EPA), institutional policies, and industry best practices; document program outcomes and corrective actions.
- Plan, recruit, train, coach and supervise a multi-shift team of EVS technicians, supervisors and leads; manage staffing models, schedules, time-off requests, disciplinary actions and performance appraisals to maintain consistent service coverage and staff engagement.
- Create and manage the EVS departmental budget including labor, supplies, equipment, contract services and capital requests; monitor variances, produce monthly reports and implement cost control strategies without compromising quality or safety.
- Lead infection prevention cleaning initiatives in collaboration with Infection Prevention/Control teams; design terminal cleaning protocols, outbreak response workflows, isolation room cleaning procedures and audit plans to reduce healthcare-associated infections (HAIs).
- Oversee waste management programs including regulated medical waste (RMW), sharps disposal, hazardous chemical handling, pharmaceutical waste segregation and recycling initiatives; ensure proper labeling, documentation and disposal vendor compliance.
- Establish measurable quality assurance and performance improvement metrics (e.g., HCAHPS cleanliness scores, cleaning compliance audits, turnaround times) and drive continuous improvement through data analysis, root cause investigation and action plans.
- Manage supply chain and inventory for cleaning chemicals, PPE, linens and janitorial supplies; negotiate with vendors, evaluate product performance, implement standardization and ensure inventory accuracy to avoid stockouts or overstock.
- Develop and deliver comprehensive training and competency assessment programs for EVS personnel on cleaning techniques, equipment operation, bloodborne pathogens, chemical safety (SDS), PPE use and customer service standards; maintain training records.
- Implement and maintain policies and procedures for patient room turnover, surgical suite cleaning, emergency decontamination and specialty cleaning (e.g., isolation precautions, C. difficile, MRSA); ensure strict adherence during high-acuity or surge events.
- Collaborate with nursing, patient flow, facilities, environmental services and central sterile to optimize room turnover times, support discharge cleaning protocols and elevate operational throughput for clinical areas.
- Lead capital and technology projects for EVS, including procurement and deployment of automated cleaning equipment (e.g., UV disinfection, electrostatic sprayers, floor-care machines), work order systems and mobile auditing tools; manage vendor relationships and acceptance testing.
- Ensure all EVS operations follow OSHA standards for bloodborne pathogens and hazard communication; maintain employee vaccination and exposure records, incident reporting and corrective action plans.
- Conduct routine environmental inspections across building portfolios — patient rooms, public areas, operating rooms, clinics, cafeterias and administrative zones — and produce executive-ready reports with recommendations and compliance statuses.
- Oversee linen services, laundry contract performance and tracking programs to ensure adequate linen availability, quality control, and cost-efficient processing while minimizing cross-contamination risk.
- Serve as primary point of contact for internal and external regulatory surveys and inspections; prepare documentation, lead walkthroughs, implement corrective action plans and communicate outcomes to senior leadership.
- Develop and maintain emergency preparedness and business continuity plans relevant to EVS operations, including staffing surge plans, mass decontamination procedures and vendor contingency agreements.
- Implement customer service standards and escalation protocols for patient, visitor and staff complaints related to cleanliness; investigate root causes, implement corrective measures and report improvements to stakeholders.
- Monitor and improve environmental sustainability initiatives such as waste diversion, recycling programs, chemical reduction strategies and energy-efficient cleaning equipment to support organizational sustainability goals.
- Use data-driven decision making — collect, analyze and present KPIs and trend data (cleaning compliance, HAI trends, satisfaction scores, labor productivity) to leadership and operational teams to align priorities and resource allocation.
- Develop career development pathways and succession plans for EVS staff to reduce turnover, increase retention and build bench strength for supervisory and management roles.
- Manage contractor and outsourced cleaning services, scope-of-work agreements, service-level agreements (SLAs), performance monitoring and contract renewals to ensure alignment with organizational standards.
- Oversee maintenance and calibration programs for cleaning equipment and ensure vendors or in-house technicians perform regular preventive maintenance to reduce downtime and lifecycle costs.
- Coordinate cross-functional initiatives with facilities engineering, infection prevention, environmental health & safety and supply chain to integrate EVS best practices into broader operational programs and capital planning.
Secondary Functions
- Prepare periodic executive summaries, budget variance analyses and project proposals for senior leadership and Board-level stakeholders.
- Participate in multidisciplinary committees (infection prevention, safety, environmental health, patient experience) and represent EVS in facility-wide initiatives, accreditation and quality improvement projects.
- Support implementation and optimization of EVS software systems, mobile audit applications and work order platforms; ensure accurate data entry, staff adoption and reporting integrity.
- Mentor and provide coaching to front-line supervisors on conflict resolution, scheduling optimization and employee engagement techniques.
- Lead pilot initiatives for new cleaning technologies and methodologies, coordinate trials, collect efficacy data and make evidence-based procurement recommendations.
- Facilitate vendor training sessions and product evaluations to ensure safe and effective use of chemicals and specialized cleaning equipment.
- Respond to high-profile incidents (e.g., infectious outbreaks, facility contamination, major spills) as a lead operational coordinator in incident command structures.
- Provide on-call supervision for overnight or weekend EVS escalations and ensure continuity of service during special events or emergencies.
