Core Responsibilities

Primary Functions

  • Direct and oversee the entire estimating department, establishing departmental goals, strategies, and KPIs aligned with the company's overall business objectives.
  • Lead the development and submission of accurate, competitive, and profitable bids, proposals, and Guaranteed Maximum Price (GMP) contracts for a diverse range of large-scale commercial, industrial, and institutional projects.
  • Conduct final executive review and provide ultimate approval for all estimates and proposals, ensuring they meet rigorous quality standards and strategically mitigate potential risks.
  • Develop, implement, and continuously refine standardized estimating processes, procedures, and best practices to enhance efficiency, accuracy, and consistency across the department.
  • Champion the integration and optimization of advanced estimating software and technology (e.g., Timberline, On-Screen Takeoff, CostX), driving adoption and training to keep the department at the forefront of the industry.
  • Cultivate and maintain strong, collaborative relationships with key clients, architects, engineers, subcontractors, and suppliers to ensure a seamless and successful preconstruction phase.
  • Act as the principal point of contact and subject matter expert for all preconstruction and estimating activities, providing executive-level guidance to both internal and external stakeholders.
  • Perform comprehensive risk and opportunity analysis on all potential projects, developing sophisticated strategies to mitigate identified risks and capitalize on commercial opportunities.
  • Lead high-impact value engineering sessions, working collaboratively with project teams and clients to identify innovative cost-saving alternatives without compromising quality, function, or design intent.
  • Oversee the creation, maintenance, and strategic use of a historical cost database, ensuring data is accurate and leveraged for precise future estimates and project benchmarking.
  • Manage the departmental budget, allocating resources effectively to meet critical project deadlines and achieve departmental goals.
  • Recruit, hire, train, mentor, and conduct performance evaluations for all estimating staff, fostering a culture of excellence, professional growth, and building a robust talent pipeline.
  • Collaborate closely with the Business Development and Operations leadership to identify, qualify, and pursue new project opportunities, playing a key role in strategic "go/no-go" decisions.
  • Present detailed estimates, bid strategies, and risk analyses to the executive leadership team and clients, clearly and confidently articulating all assumptions, qualifications, and strategic considerations.
  • Direct the subcontractor and vendor procurement process, including scope review, bid leveling, and final negotiations to ensure comprehensive coverage and competitive pricing.
  • Analyze complex project plans, specifications, and contract documents to ensure the estimating team prepares detailed, all-encompassing quantity take-offs and cost breakdowns.
  • Stay acutely aware of evolving industry trends, regional market conditions, material cost fluctuations, and labor rates to ensure all estimates remain current and highly competitive.
  • Facilitate the seamless transition of awarded projects from the preconstruction phase to the operations team, chairing turnover meetings to ensure all critical knowledge and documentation are transferred effectively.
  • Provide conceptual, schematic, and design development estimates to guide clients and design teams through the early stages of project planning, establishing yourself as a trusted advisor.
  • Review and analyze prime contract terms and conditions to advise leadership on potential risks and opportunities related to cost, scope, and schedule.
  • Chair key project meetings during the preconstruction phase, including bid reviews, scope clarification meetings, and design-build team collaborations to drive consensus and alignment.

  • Represent the company at industry conferences, networking events, and client presentations to enhance brand visibility and market presence.

  • Develop and deliver training programs on estimating best practices, risk management, and new software for both the estimating team and other relevant departments.

Required Skills & Competencies

Hard Skills (Technical)

  • Advanced Estimating Software: Mastery of industry-standard software such as On-Screen Takeoff (OST), Timberline (Sage Estimating), Procore, and/or CostX.
  • Bid Strategy & Proposal Development: Expertise in creating winning bid strategies for various delivery methods, including Hard Bid, CM at-Risk, and Design-Build.
  • Conceptual & Schematic Estimating: Ability to develop accurate high-level estimates from limited information and preliminary design documents.
  • Value Engineering & Cost Analysis: Proven ability to lead value engineering efforts and perform complex cost analyses to optimize project budgets.
  • Risk Assessment & Mitigation: Deep understanding of identifying, quantifying, and developing mitigation strategies for construction project risks.
  • Quantity Take-off: Proficiency with digital take-off tools like Bluebeam Revu for detailed and accurate quantification.
  • Contract Review: Strong ability to read, interpret, and analyze construction contracts and legal documents to identify cost implications.
  • Scheduling Acumen: Familiarity with scheduling principles and software (e.g., Primavera P6, Microsoft Project) to understand cost impacts of project duration.
  • Advanced Excel: Expert-level skills in Microsoft Excel for data analysis, financial modeling, and creating complex spreadsheets.
  • BIM/VDC Familiarity: Knowledge of how Building Information Modeling (BIM) and Virtual Design & Construction (VDC) are leveraged in the estimating process.

Education & Experience

Educational Background

Minimum Education:

  • Bachelor’s Degree

Preferred Education:

  • Master’s Degree (MBA, M.S. in Construction Management, or similar)

  • Construction Management
  • Civil, Structural, or Mechanical Engineering
  • Architecture

Experience Requirements

Typical Experience Range:

  • 15+ years of progressive experience in construction estimating, with at least 5-7 years in a senior management or leadership capacity (e.g., Chief Estimator, Preconstruction Manager).

Preferred:

  • Proven experience leading the preconstruction/estimating process for large, complex projects valued at $100M or more.
  • A verifiable portfolio of successfully bid and completed projects across diverse market sectors (e.g., healthcare, commercial, education, high-tech).
  • Experience working for a large general contractor is highly desirable.
