Core Responsibilities
Primary Functions
- Provide direct leadership, mentorship, and professional development to a team of estimators, fostering a collaborative and high-performance environment to achieve departmental goals.
- Oversee the entire bidding process, including the distribution of bid documents, assignment of projects to estimators, and management of proposal deadlines.
- Conduct comprehensive reviews and provide final approval on all cost estimates, bid packages, and proposals to ensure accuracy, completeness, and alignment with company profitability targets.
- Develop, implement, and enforce standardized estimating procedures, best practices, and quality control protocols to ensure consistency and efficiency across the department.
- Analyze project plans, specifications, proposals, and other documentation to prepare time, cost, materials, and labor estimates for complex construction projects.
- Manage the departmental bid pipeline and workflow, prioritizing projects and allocating resources effectively to meet critical submission deadlines.
- Perform detailed risk analysis and identify potential project challenges, developing robust contingency plans and strategies to mitigate financial exposure.
- Chair bid review meetings with senior management and project stakeholders to present estimate details, underlying assumptions, and identified risks.
- Cultivate and maintain strong, professional relationships with subcontractors, suppliers, and key vendors to ensure competitive pricing and broad bid coverage.
- Lead the value engineering process, collaborating with clients, designers, and project teams to identify cost-saving opportunities without compromising quality or design intent.
- Act as the primary point of contact for clients and architects during the pre-construction phase, addressing inquiries and clarifying project scope.
- Direct the quantity takeoff process, ensuring estimators accurately measure and quantify all materials and labor required for a project.
- Conduct thorough post-bid analysis on both won and lost projects to identify trends, refine bidding strategies, and improve future performance.
- Train and onboard new estimators, ensuring they are proficient in company-specific processes, software, and standards.
- Stay current with industry trends, including shifts in material costs, labor rates, and new construction technologies, and integrate this knowledge into the estimating process.
- Establish and track Key Performance Indicators (KPIs) for the estimating department, such as bid-hit ratio and estimate accuracy, reporting results to senior leadership.
- Manage the Request for Information (RFI) process during the bidding phase, ensuring all queries are addressed promptly and accurately.
- Prepare and present detailed estimate presentations to executive leadership and prospective clients, articulating the project approach and cost strategy.
- Ensure all bid proposals are compliant with legal requirements, company policies, and the specific instructions outlined in the Request for Proposal (RFP).
- Collaborate with the project management team during project handover to ensure a seamless transition from the pre-construction to the construction phase.

- In-depth ability to read, interpret, and analyze complex architectural drawings, structural plans, and project specifications.
- Advanced quantitative and analytical skills, with a mastery of cost modeling, value engineering, and risk assessment techniques.
- Strong technical knowledge of all construction divisions, including means, methods, materials, sequencing, and industry best practices.
- High proficiency in Microsoft Office Suite, particularly advanced functions within Excel for data analysis, pivot tables, and bid tabulation.
- Experience with developing and managing detailed scopes of work for various trade packages and subcontractor agreements.
- Familiarity with conceptual, schematic, and design-development stage estimating.
- Knowledge of relevant building codes, regulations, and legal requirements impacting the bidding process.

Education & Experience
Educational Background
Minimum Education:

Bachelor's or Master's Degree in Construction Management, Engineering, or a related discipline. Professional certifications (e.g., CPE, PQS) are a plus.
