Core Responsibilities

Primary Functions

  • Design, develop, and maintain comprehensive training programs, curricula, and course materials, including lesson plans, facilitator guides, student workbooks, and job aids for federal audiences.
  • Deliver engaging and effective instructor-led training (ILT) in various formats, including in-person classroom sessions, virtual instructor-led training (VILT), and blended learning environments.
  • Conduct thorough training needs assessments and gap analyses in collaboration with federal stakeholders to identify knowledge and skill gaps and define learning objectives.
  • Apply adult learning principles and systematic instructional design models, such as ADDIE (Analysis, Design, Development, Implementation, and Evaluation), to create robust learning experiences.
  • Develop interactive and multimedia-rich e-learning modules and online courses using authoring tools like Articulate Storyline, Adobe Captivate, or Camtasia.
  • Manage and administer course content, enrollment, and reporting within a Learning Management System (LMS) such as Cornerstone, Blackboard, or a similar platform.
  • Evaluate the effectiveness of training programs and materials through Kirkpatrick's levels of evaluation, including post-training surveys, knowledge assessments, and on-the-job performance metrics.
  • Revise and update existing training content to ensure it remains current with evolving federal regulations, agency policies, system updates, and best practices.
  • Serve as a Subject Matter Expert (SME) on specific federal systems, processes, or policy domains, providing expert guidance to both learners and program stakeholders.
  • Facilitate complex group discussions, practical exercises, and role-playing scenarios to reinforce learning and promote active participation.
  • Customize training content and delivery methods to meet the diverse needs of different audiences, from new hires to senior leadership, across various government departments.
  • Ensure all training materials and delivery methods are compliant with federal accessibility standards, including Section 508 of the Rehabilitation Act.
  • Develop and execute comprehensive training plans and schedules, coordinating logistics for training sessions, including venue, technology, and materials.
  • Provide direct coaching, mentoring, and "train-the-trainer" sessions to equip other instructors and subject matter experts with effective training delivery skills.
  • Collaborate with cross-functional teams, including policy advisors, IT specialists, and program managers, to ensure the technical accuracy and relevance of training content.
  • Create and manage a repository of training resources, ensuring they are well-organized, easily accessible, and version-controlled.
  • Prepare detailed reports and presentations on training activities, program outcomes, and learner performance for agency leadership.
  • Pilot test new training courses and materials with target audiences to gather feedback and make necessary improvements prior to full-scale deployment.
  • Stay abreast of the latest trends, technologies, and methodologies in the field of instructional design, adult learning, and professional development.
  • Manage multiple training projects simultaneously, from inception to completion, ensuring they are delivered on time, within budget, and to a high standard of quality.

Hard Skills (Technical)

  • E-Learning Authoring Tools: Expertise in using software such as Articulate 360 (Storyline, Rise), Adobe Captivate, Vyond, or Camtasia to create interactive content.
  • Learning Management Systems (LMS): Experience administering and managing content within federal or commercial LMS platforms (e.g., Cornerstone OnDemand, Saba, Blackboard, Moodle).

Education & Experience

Educational Background

Minimum Education:

Experience Requirements

  • Possession of or ability to obtain a government security clearance (e.g., Public Trust, Secret, Top Secret) is often required.
