Core Responsibilities

Primary Functions

  • Conduct comprehensive field inspections and quality audits of Outside Plant (OSP) and Inside Plant (ISP) fiber optic cable installations, including aerial, buried, and underground pathways.
  • Meticulously verify that all construction work performed by internal teams and external contractors strictly adheres to engineering designs, build specifications, and industry best practices.
  • Perform and interpret advanced fiber optic tests, including Optical Time-Domain Reflectometry (OTDR), Power Meter/Light Source (PMLS), and Visual Fault Location (VFL) to certify signal integrity and troubleshoot network impairments.
  • Document all quality control activities with exceptional detail, creating daily reports, non-conformance logs, and photographic evidence of findings using digital tools and platforms.
  • Proactively identify, document, and track quality issues, construction defects, and safety violations, collaborating with construction managers to ensure timely and effective resolution.
  • Enforce compliance with all relevant local, state, and federal regulations, including NESC (National Electrical Safety Code) and OSHA safety standards, during all phases of construction.
  • Review and approve contractor-submitted test results and as-built documentation, ensuring all deliverables meet the required standards for network acceptance.
  • Act as the primary on-site subject matter expert for fiber optic quality, providing guidance and clarification on technical specifications to field crews and project managers.
  • Develop and maintain a detailed punch list of outstanding items for each project, and conduct final walk-throughs to verify all corrective actions have been completed to satisfaction.
  • Evaluate the quality of fusion splicing, connectorization, and fiber termination within splice closures, patch panels, and customer premises equipment.
  • Monitor and report on key quality performance indicators (KPIs), analyzing trends to identify opportunities for process improvement and contractor training.
  • Investigate and perform root cause analysis on network outages or performance degradation related to physical infrastructure, recommending preventative measures.
  • Facilitate a culture of quality and safety excellence by providing real-time feedback and coaching to field personnel and contractor partners.
  • Ensure proper material handling and usage on-site, verifying that all components (cable, closures, conduit) meet project specifications and are installed correctly.
  • Audit traffic control setups and general site safety protocols to ensure a safe working environment for all personnel and the public.
  • Interface directly with project stakeholders, including engineers, construction managers, and client representatives, to communicate quality status and findings.
  • Manage the acceptance testing process for newly constructed or repaired fiber segments, providing the final sign-off before the network is placed into service.
  • Review pre-construction survey data and drawings to anticipate potential quality challenges and provide input to the design team.
  • Maintain an organized digital library of all quality-related documentation for each project, ensuring records are accurate and easily accessible for future reference.
  • Champion continuous improvement initiatives within the quality assurance program by recommending updates to standards, procedures, and checklists based on field observations.
  • Validate utility locates and pole attachment permits to ensure construction activities are performed in the correct and authorized locations, minimizing risk and rework.

Required Skills & Competencies

Hard Skills (Technical)

  • Advanced Fiber Optic Testing: Expert-level proficiency in operating and interpreting results from OTDRs, Optical Power Meters, and Visual Fault Locators (VFLs).
  • Fusion Splicing & Termination: In-depth knowledge of single and mass fusion splicing techniques, materials, and equipment.
  • OSP/ISP Construction Knowledge: Deep understanding of aerial, buried, and underground telecommunications construction methods and standards.
  • Standards & Code Compliance: Familiarity with industry standards such as TIA/EIA, NESC, and RUS, as well as local permitting and OSHA safety regulations.
  • Reading Technical Documents: Ability to read and interpret complex engineering blueprints, schematics, and construction drawings.
  • Digital Reporting Tools: Proficiency with mobile applications and software for field data collection, reporting, and project management (e.g., Fulcrum, SiteTraker, Procore).
  • GIS/Mapping Software: Experience using GIS-based maps (e.g., ArcGIS, Google Earth Pro) to navigate and verify construction routes.

Education & Experience

Educational Background

Minimum Education:

  • High School Diploma or GED.
  • Relevant industry certifications such as Fiber Optic Technician (CFOT), Certified Fiber Optic Specialist (CFOS/O/T), or equivalent.

Preferred Education:

  • Associate's or Bachelor's Degree in a relevant technical field.

Experience Requirements

Typical Experience Range: 3-7 years of hands-on experience in fiber optic network construction, splicing, testing, or a similar technical role.

Preferred: 2+ years of direct experience in a quality assurance, inspection, or lead technician role within the telecommunications industry is highly desirable. A proven track record of managing contractor quality is a significant plus.
