Core Responsibilities

Primary Functions

  • Provide dynamic, visionary leadership and direct supervision to the foster care program staff, including supervisors, case managers, and licensing specialists, to ensure program goals and objectives are met.
  • Oversee the entire lifecycle of foster care services, from the recruitment, training, and licensing of foster parents to the placement and ongoing support of children in care.
  • Develop, implement, and evaluate program policies, procedures, and best practices to ensure they are trauma-informed, culturally competent, and adhere to the highest standards of child welfare.
  • Ensure strict compliance with all state and federal regulations, licensing standards (such as COA or CARF), and contractual obligations, preparing for and leading during audits and site reviews.
  • Manage the program's budget, including forecasting financial needs, monitoring expenditures, and ensuring fiscal responsibility while maximizing resource allocation for client services.
  • Drive the strategic planning process for the foster care department, setting ambitious goals for growth, quality improvement, and positive permanency outcomes for children.
  • Champion the recruitment and retention of a diverse and qualified pool of foster and adoptive parents through targeted outreach, marketing campaigns, and community engagement.
  • Establish and maintain a robust Quality Assurance (QA) and Continuous Quality Improvement (CQI) framework to systematically track, analyze, and report on program data and key performance indicators.
  • Serve as the primary point of contact for high-level crises and critical incidents, providing expert guidance and decisive leadership to ensure the safety and well-being of all clients and staff.
  • Cultivate and maintain strong, collaborative relationships with key community stakeholders, including government agencies (e.g., Department of Children and Family Services), judicial partners, schools, and other non-profit organizations.
  • Lead regular team meetings to facilitate clear communication, collaborative problem-solving, and the professional development of all program staff.
  • Oversee the professional development and training curriculum for staff, ensuring they are equipped with the latest evidence-based practices in child welfare, trauma care, and family engagement.
  • Analyze program outcome data to identify trends, address challenges, and create data-driven reports for the executive team, Board of Directors, and external funders.
  • Direct the intake and placement process, ensuring thoughtful and appropriate matching of children with foster families that meet their unique needs.
  • Advocate for the needs of children in foster care at local, state, and sometimes national levels, influencing policy and resource allocation.
  • Supervise the maintenance of accurate, confidential, and comprehensive client records and documentation in accordance with legal and ethical standards.
  • Facilitate a positive and supportive work environment that promotes teamwork, staff morale, and professional growth, while actively managing performance and addressing personnel issues.
