Core Responsibilities
Primary Functions
- Develop, maintain, and update comprehensive long-range plans for community development, including land use, transportation, housing, and environmental protection elements.
- Conduct in-depth research and analysis of demographic, economic, geographic, and land use data to identify trends, forecast future needs, and support evidence-based policy recommendations.
- Manage the review and processing of complex development applications, including subdivisions, site plans, conditional use permits, and zoning amendments, ensuring strict compliance with local ordinances, state statutes, and the comprehensive plan.
- Prepare and present detailed staff reports, technical analyses, and visual presentations to Planning Commissions, Zoning Boards, City Councils, and other governmental bodies to inform their decision-making process.
- Lead and facilitate public engagement processes, including community workshops, public hearings, and stakeholder meetings, to gather input, build consensus, and ensure transparency in planning initiatives.
- Interpret and apply complex zoning ordinances, subdivision regulations, and land development codes to development proposals and public inquiries.
- Formulate and draft new planning policies, zoning code amendments, and other land use regulations to address emerging community issues and strategic goals.
- Serve as a project manager for various planning studies and special projects, coordinating the work of consultants, inter-departmental teams, and external agencies from conception through to implementation.
- Evaluate development proposals for their environmental impact, consistency with sustainability goals, and adequacy of public facilities and infrastructure.
- Create high-quality maps, graphics, and other data visualizations using GIS and design software to effectively communicate planning concepts and spatial data.
- Conduct field inspections and site visits to gather information, monitor development progress, and ensure compliance with approved plans and permit conditions.
- Negotiate development agreements and conditions of approval with applicants to mitigate impacts and secure community benefits.
Secondary Functions
- Provide expert technical assistance and guidance to the public, developers, architects, and other stakeholders regarding planning regulations, development processes, and land use policies.
- Mentor junior planning staff, interns, and technicians, providing guidance on professional practices and project tasks.
- Assist in the preparation and administration of the departmental budget and explore/write grant applications to secure funding for key planning projects.
- Represent the department at inter-agency meetings, professional conferences, and community events to share information and stay current on best practices.
- Maintain and manage planning-related databases, case files, and official records in accordance with public record-keeping requirements.
- Contribute to the continuous improvement of departmental procedures, workflows, and customer service standards.
- Prepare content for public-facing materials, including website updates, newsletters, and informational brochures, to educate the community on planning activities.
- Support emergency management and resiliency planning efforts by providing spatial data and land use expertise.
