Core Responsibilities

Primary Functions

  1. Maintain, design, and administer enterprise geodatabases (file geodatabases, enterprise RDBMS with PostGIS/SQL Server) including schema design, indexing, topology, and performance tuning to ensure scalable spatial data services.
  2. Perform advanced spatial analysis and modeling (network analysis, suitability modeling, raster/vector overlay, least-cost path, hot-spot analysis) to generate actionable insights that inform planning, environmental assessment, transportation, utilities, and emergency response.
  3. Develop, document, and implement GIS data standards, metadata (ISO/FGDC), naming conventions, and quality assurance/quality control (QA/QC) procedures to ensure data integrity, provenance, and regulatory compliance.
  4. Author and optimize geoprocessing workflows and automation scripts using Python (ArcPy), spatial SQL, ModelBuilder, and scheduled tasks to streamline repetitive processing and improve data delivery timelines.
  5. Create high-quality cartographic products and printable maps with proper symbology, scale, labeling, and layout for presentations, technical reports, public outreach, and regulatory submissions.
  6. Process, analyze, and classify remote sensing imagery (multispectral, hyperspectral, aerial, satellite) including orthorectification, mosaicking, NDVI/indices, change detection, and integration with vector datasets.
  7. Ingest, clean, reconcile, and transform diverse spatial data formats (shapefiles, GeoJSON, KML, GeoPackage, LiDAR LAS/LAZ, CAD/DWG) and perform coordinate system reprojections with careful handling of datum and projection transformations.
  8. Lead or support field data collection campaigns using GNSS/GPS devices, mobile mapping apps, and survey-grade instrumentation; validate and integrate field observations into central geodatabases.
  9. Design, build, and publish interactive web maps, dashboards, and REST services using ArcGIS Online / Portal / Enterprise, ArcGIS Server, GeoServer, MapServer, and JavaScript mapping libraries (ArcGIS JS API, Leaflet, Mapbox).
  10. Manage LiDAR point cloud processing and deliverables: classification, DEM/DTM generation, contour extraction, volumetrics, and 3D visualization for engineering, forestry, and flood modeling projects.
  11. Integrate GIS with enterprise systems (asset management, CAD/BIM, permitting, ERP) via APIs, ETL tools, FME workflows, and custom connectors to enable single-source spatial data for business processes.
  12. Perform complex geocoding, address standardization, and spatial joins to enrich datasets and support routing, service-area analysis, and asset tracking for operations and logistics.
  13. Establish and maintain map tile caches, optimize symbology and data queries, and configure server-side rendering to maximize web application responsiveness and reduce bandwidth.
  14. Produce reproducible analytical deliverables (notebooks, scripts, documentation) and ensure all spatial analyses are traceable, version-controlled, and consistent with project requirements.
  15. Coordinate cross-departmental GIS projects, define scope and deliverables, manage timelines, assign tasks, and liaise with stakeholders to ensure on-time, on-budget delivery.
  16. Provide technical guidance, training, and documentation for internal users, external partners, and public stakeholders on GIS tools, map interpretation, and geospatial best practices.
  17. Conduct spatial data security, backup, and recovery planning; manage user roles and permissions within GIS platforms to protect sensitive geospatial information.
  18. Evaluate, pilot, and recommend new geospatial technologies (cloud GIS, OGC services, machine learning for imagery, UAV mapping workflows) to improve analytical capabilities and reduce costs.
  19. Prepare technical reports, mapping exhibits, permit-ready deliverables, and presentations that clearly communicate geospatial findings to technical and non-technical audiences.
  20. Support environmental compliance, permitting, and regulatory reporting by providing spatial analysis, habitat mapping, impact assessments, and geospatial documentation as required by agencies.
  21. Troubleshoot and resolve GIS application issues, perform system upgrades, manage licensing and maintenance renewals, and coordinate vendor support when needed.
  22. Plan and execute data migration, consolidation, and archival strategies to maintain historical spatial records and ensure continuity across system upgrades.
  23. Engage with external data providers, municipalities, and partners to source authoritative datasets (cadastral, transportation, hydrography) and negotiate data-sharing agreements.
  24. Monitor geospatial project budgets, prepare cost estimates for GIS services, and participate in proposal writing for new projects or grants that include geospatial components.

Educational Background

Minimum Education:
