Core Responsibilities
Primary Functions
- Perform complex feature extraction and digitization from various sources, including high-resolution satellite imagery, aerial photography, and LiDAR point clouds, to create and update authoritative vector datasets.
- Execute rigorous quality control (QC) and quality assurance (QA) procedures on all incoming and processed geospatial data to ensure it meets established accuracy, completeness, and attribution standards.
- Manage and maintain enterprise-level geodatabases (e.g., Esri SDE, PostGIS), including data loading, schema updates, and performance tuning, to guarantee data integrity and accessibility for all users.
- Process raw remote sensing data, such as multispectral imagery and LiDAR, through established workflows involving radiometric correction, atmospheric correction, and precise georeferencing.
- Generate high-quality, fit-for-purpose cartographic products and thematic maps for reports, presentations, and operational use, adhering to strict cartographic standards and client specifications.
- Conduct data conversion and transformation between various geospatial formats (e.g., Shapefile, GeoPackage, KML, CAD) and coordinate systems to support system interoperability and data requests.
- Troubleshoot and resolve technical issues related to geospatial data, software tools, and production workflows, providing timely and effective support to end-users and project teams.
- Utilize scripting languages, primarily Python with libraries like ArcPy and GDAL, to automate repetitive data processing, analysis, quality control checks, and reporting tasks.
- Meticulously document all data processing workflows, methodologies, and metadata in accordance with industry best practices (e.g., FGDC, ISO 19115) to ensure reproducibility and knowledge transfer.
- Operate and maintain GPS/GNSS equipment for field data collection campaigns, and subsequently process, differentialy correct, and integrate the collected data into the central GIS database.
- Perform georectification and ortho-rectification of aerial and satellite imagery to align it accurately with ground control points and existing foundational base layers.
- Edit and manipulate raster data, including creating seamless mosaics, clipping to project boundaries, and performing calculations using raster algebra to derive new analytical products.
- Support geospatial analysts and data scientists by preparing, cleaning, and structuring complex datasets for advanced spatial modeling and machine learning applications.
- Manage large volumes of geospatial data, ensuring proper organization, versioning, backup, and archiving according to established data management plans and policies.
- Create, maintain, and update network datasets for routing and logistical analysis, ensuring topological correctness and accurate attribution of all network elements (e.g., speed limits, turn restrictions).
- Conduct change detection analysis by comparing multi-temporal datasets to identify, map, and quantify changes in land use, infrastructure, or environmental conditions over time.
- Publish and manage map services and feature services to web-based platforms like ArcGIS Online or ArcGIS Enterprise Portal for wider dissemination and use in web/mobile applications.
- Interpret technical specifications and project requirements to develop and implement the most appropriate data production and processing strategies for a given task.
- Collaborate with system administrators to ensure the optimal performance, security, and availability of GIS software, servers, and related infrastructure.
- Perform detailed heads-up digitizing to create and conflate vector data representing real-world features like buildings, transportation networks, and hydrography from imagery.
- Evaluate new geospatial technologies, software updates, and potential data sources to recommend improvements and innovations for existing workflows and capabilities.

Required Skills & Competencies
Hard Skills (Technical)
- Advanced proficiency with Esri's ArcGIS suite, particularly ArcGIS Pro, ArcGIS Enterprise (Portal/Server), and ArcGIS Online.
- Experience with open-source GIS software such as QGIS for data processing, analysis, and visualization.
- Strong theoretical and practical understanding of geospatial data formats (e.g., Shapefile, Geodatabase, GeoTIFF, LAS/LAZ), data models, and coordinate systems/projections.
- Demonstrated experience in processing remote sensing data (satellite, aerial, drone) and LiDAR point clouds using software like ERDAS IMAGINE, ENVI, or specific modules in ArcGIS.
- Scripting and automation skills using Python, specifically with libraries such as ArcPy, GDAL/OGR, and Pandas/GeoPandas.
