Core Responsibilities

Primary Functions

  • Design, lead, and execute complex, long-term, and often novel research projects to address critical agency objectives and scientific knowledge gaps.
  • Independently develop, modify, and validate advanced analytical methods, experimental protocols, and scientific models to ensure data of the highest quality and relevance.
  • Analyze and interpret large, multifaceted datasets using sophisticated statistical, computational, and data science techniques to derive meaningful conclusions.
  • Author, review, and contribute to the publication of research findings in high-impact, peer-reviewed scientific journals, as well as authoring comprehensive government technical reports and white papers.
  • Prepare and deliver compelling scientific presentations on research outcomes to diverse audiences, including international conferences, expert panels, senior government officials, and the public.
  • Provide authoritative scientific expertise and technical consultation to support the development of evidence-based policies, federal regulations, and national standards.
  • Manage the full lifecycle of research projects, including strategic planning, budget formulation and execution, resource allocation, and ensuring adherence to project timelines and milestones.
  • Write, submit, and manage competitive grant proposals and other funding applications to secure internal and external resources for new and ongoing research initiatives.
  • Foster and maintain robust collaborations with a multidisciplinary team of scientists, engineers, economists, and policy analysts across government agencies, academia, and the private sector.
  • Oversee the operation, maintenance, and calibration of state-of-the-art scientific instrumentation and laboratory facilities, ensuring optimal performance and safety.
  • Ensure all research activities and laboratory operations strictly adhere to federal safety regulations, environmental laws, ethical guidelines, and rigorous quality assurance/quality control (QA/QC) standards.
  • Mentor, train, and provide technical guidance to junior scientists, postdoctoral fellows, technicians, and student interns to foster scientific growth and team capability.
  • Conduct exhaustive literature reviews and systematic analyses to maintain an expert-level understanding of current and emerging advancements within your scientific discipline.
  • Serve as a designated Subject Matter Expert (SME) on technical review panels, advisory committees, and in legal proceedings, providing expert testimony and evaluation.
  • Translate highly complex scientific findings and their implications into clear, actionable, and concise summaries for non-technical stakeholders and senior executive leadership.
  • Develop, document, and implement Standard Operating Procedures (SOPs) for laboratory, field, and data analysis workflows to ensure consistency and reproducibility.
  • Lead and participate in field research expeditions, which may include planning complex logistics, overseeing sample collection in remote or challenging environments, and managing on-site team operations.
  • Utilize advanced geospatial tools, including Geographic Information Systems (GIS) and remote sensing data, to analyze spatial patterns and environmental phenomena.
  • Manage, curate, and document large-scale scientific databases, ensuring long-term data integrity, accessibility, and compliance with data management best practices.
  • Respond effectively to time-sensitive, high-priority technical inquiries and data calls from Congress, the White House, other government entities, and the public.

Secondary Functions

  • Support ad-hoc data requests and exploratory data analysis to inform emerging issues.
  • Contribute to the organization's long-term scientific strategy and research roadmap.
  • Collaborate with external partners, including academia and industry, to foster research collaborations and technology transfer.

Required Skills & Competencies

Hard Skills (Technical)

  • Deep expertise in statistical analysis software (e.g., R, SAS, JMP) and the interpretation of statistical results.
  • Proficiency in at least one programming language for data manipulation, modeling, and automation (e.g., Python, MATLAB, C++).
  • Hands-on experience with specialized laboratory techniques and methods relevant to the discipline (e.g., mass spectrometry, DNA sequencing, chromatography, microscopy).
  • Demonstrated ability to operate, troubleshoot, and maintain complex scientific instrumentation and analytical equipment.

Education & Experience

Educational Background

Minimum Education:

Master's Degree in a relevant scientific or engineering discipline.
