Core Responsibilities

Primary Functions

  • Conduct in-depth research and comprehensive analysis on complex public policy issues, proposed legislation, and regulatory changes to inform senior leadership and support evidence-based decision-making.
  • Evaluate the efficiency and effectiveness of government programs and initiatives by establishing performance metrics, collecting and analyzing data, and preparing detailed evaluation reports with actionable recommendations for improvement.
  • Develop, formulate, and justify budget requests by analyzing historical spending, projecting future needs, and aligning financial plans with strategic agency objectives; monitor and execute the approved budget to ensure fiscal responsibility and compliance.
  • Serve as a primary point of contact for and cultivate strong working relationships with a diverse range of internal and external stakeholders, including other government agencies, non-profit organizations, community groups, and the general public.
  • Prepare and draft a wide array of official documents, including policy memos, briefing notes for elected officials, detailed analytical reports, public-facing fact sheets, and official government correspondence.
  • Manage the complete lifecycle of government projects, from conception and planning through execution and closing, ensuring projects are delivered on time, within scope, and on budget.
  • Interpret and ensure strict adherence to federal, state, and local laws, regulations, and administrative procedures, providing expert guidance to agency staff and external partners on compliance matters.
  • Respond to and manage inquiries from the public, elected officials, and media, providing accurate and timely information while maintaining professionalism and discretion.
  • Organize, facilitate, and lead public meetings, hearings, and workshops to gather community input, disseminate information, and foster collaborative problem-solving on key issues.
  • Analyze large datasets to identify significant trends, patterns, and insights that can be used to forecast future needs, model policy impacts, and optimize government service delivery.
  • Administer and oversee the government procurement and contracting process, including drafting requests for proposals (RFPs), evaluating bids, and managing vendor performance.
  • Develop and implement new administrative systems and operational procedures to enhance organizational efficiency, streamline workflows, and improve internal controls.
  • Process and respond to public records requests, such as those under the Freedom of Information Act (FOIA), ensuring timely and legally compliant disclosure of information.
