Core Responsibilities

Primary Functions

  • Develop, implement, and evaluate comprehensive housing strategies and policies that address community needs for affordable, fair, and accessible housing.
  • Conduct complex research and data analysis on housing market trends, demographic shifts, and socioeconomic conditions to inform policy recommendations and program design.
  • Administer and ensure compliance for federal, state, and local housing programs, including the Community Development Block Grant (CDBG) and HOME Investment Partnerships Program.
  • Prepare and present detailed staff reports, policy recommendations, and findings to Planning Commissions, City Councils, and other governmental bodies.
  • Manage the request for proposals (RFP) process for housing development projects, including evaluating submissions and negotiating development agreements.
  • Serve as the primary point of contact and technical expert on housing issues for residents, developers, community groups, and other stakeholders.
  • Facilitate community meetings, workshops, and public hearings to gather public input and build consensus around housing initiatives.
  • Review and analyze development proposals for consistency with the General Plan, Housing Element, zoning ordinances, and affordable housing requirements.
  • Prepare and manage grant applications to secure funding for housing programs and projects from federal, state, and private sources.
  • Monitor the construction and occupancy of affordable housing projects to ensure long-term compliance with regulatory agreements and affordability covenants.
  • Develop and maintain comprehensive databases and GIS maps related to housing stock, affordability levels, and development potential.
  • Author and update key sections of the municipal General Plan, specifically the state-mandated Housing Element, ensuring its certification by the state.
  • Analyze and provide recommendations on inclusionary housing policies, density bonuses, and other land use tools to stimulate affordable housing production.
  • Collaborate with regional planning agencies and neighboring jurisdictions to address regional housing needs and align local strategies with broader goals.
  • Prepare environmental review documents (CEQA/NEPA) for housing projects and policies, assessing potential impacts and proposing mitigation measures.
  • Provide technical assistance and guidance to non-profit and for-profit developers throughout the affordable housing development process.
  • Draft and amend municipal code sections, zoning ordinances, and other regulations related to housing and residential development.
  • Monitor local, state, and federal legislation related to housing and advise senior management on potential impacts and necessary actions.
  • Create and manage affordability and preference waiting lists for housing programs, ensuring fair and equitable administration.
  • Investigate and help resolve fair housing complaints and work proactively to affirmatively further fair housing within the jurisdiction.
  • Develop financial models to assess the feasibility of affordable housing projects and the fiscal impact of proposed housing policies.

Required Skills & Competencies

  • Zoning and Land Use Law: Expertise in interpreting and applying zoning codes, subdivision regulations, and general plan policies.

Educational Background
