Core Responsibilities

Primary Functions

  • Ensure the effective, efficient, and timely implementation of all project activities in accordance with approved proposals, budgets, and detailed implementation plans.
  • Lead the development of high-quality, evidence-based project proposals, concept notes, and logical frameworks for submission to donors and partners.
  • Conduct regular field monitoring visits to project sites to assess progress against indicators, identify implementation challenges, and provide direct technical support to field teams.
  • Manage project budgets, including the development of spending plans, tracking expenditures, processing requests, and ensuring all financial transactions comply with donor regulations.
  • Prepare and submit timely and accurate narrative and financial reports that meet both internal and donor requirements, highlighting achievements, challenges, and lessons learned.
  • Represent the organization in key coordination forums, such as cluster meetings, working groups, and bilateral meetings with UN agencies, government authorities, and other NGOs.
  • Build and maintain strong, collaborative relationships with local implementing partners, community leaders, and other key stakeholders to ensure program acceptance and sustainability.
  • Lead and facilitate participatory needs assessments in target communities to gather data that informs responsive and context-appropriate program design.
  • Develop and oversee robust Monitoring, Evaluation, Accountability, and Learning (MEAL) systems to track project performance, measure impact, and promote adaptive management.
  • Ensure that Accountability to Affected Populations (AAP), Protection, Gender, and Conflict Sensitivity principles are systematically mainstreamed across all project cycle phases.
  • Oversee project-related procurement, logistics, and administrative processes in close coordination with the relevant support departments to ensure timely delivery of goods and services.
  • Monitor the evolving humanitarian situation, including security, political, and social dynamics, providing regular context analysis and updates to the senior management team.
  • Ensure all program activities adhere strictly to humanitarian principles (Humanity, Neutrality, Impartiality, Independence) and international standards like the Sphere Handbook and CHS.
  • Develop and implement community feedback and response mechanisms (CFRM) to ensure the concerns and priorities of affected populations are heard and integrated into program adjustments.
  • Lead and manage the project team, including recruitment, performance management, capacity building, and mentorship to foster a positive and high-performing work environment.

Secondary Functions

  • Contribute to the development and periodic review of the organization’s country-level humanitarian strategy and contingency plans.
  • Identify, document, and disseminate lessons learned and best practices from project implementation to contribute to wider organizational learning.
  • Support the communications team by drafting success stories, case studies, and project briefs to showcase program impact to external audiences.
  • Provide capacity building, coaching, and formal training to national staff and local partner organizations on project management and humanitarian standards.
  • Actively participate in project kick-off, review, and close-out meetings, ensuring that key action points are documented and followed up.

Required Skills & Competencies

Hard Skills (Technical)

  • Project Cycle Management (PCM): Demonstrated expertise in all phases of the project cycle, from design and planning to implementation, monitoring, and closure.
  • Budget Management: Proven ability to develop, monitor, and manage complex project budgets, track expenditures, and conduct financial forecasting.
  • Proposal & Report Writing: Strong skills in writing clear, concise, and compelling proposals and reports for key humanitarian donors (e.g., ECHO, BHA/USAID, UN agencies).
  • MEAL Systems: Proficiency in developing and implementing Monitoring, Evaluation, Accountability, and Learning frameworks, including data collection using tools like Kobo Toolbox or ODK.
  • Humanitarian Principles & Standards: In-depth knowledge of International Humanitarian Law, humanitarian principles, the Red Cross Code of Conduct, Sphere Standards, and the Core Humanitarian Standard (CHS).
  • Language Proficiency: Fluency in written and spoken English is essential. Professional working proficiency in a context-relevant language (e.g., French, Spanish, Arabic) is a major asset.

Education & Experience

Educational Background

Minimum Education:

  • A Bachelor’s degree in a relevant field is required.

Preferred Education:

  • A Master’s degree is highly preferred and can sometimes substitute for 1-2 years of experience.

Experience Requirements

Typical Experience Range: 3-5 years of professional experience in the humanitarian sector.

  • At least 2 years of direct field experience in implementing emergency response or early recovery programs in complex environments (conflict or natural disaster settings).
  • Demonstrable experience managing projects funded by major institutional donors.
  • Hands-on experience in at least one core humanitarian sector, such as WASH, Food Security and Livelihoods (FSL), Shelter/NFI, Protection, or Health.
