Core Responsibilities

Primary Functions

  • Lead the design, implementation, and continuous refinement of the organization's comprehensive Monitoring, Evaluation, and Learning (MEL) framework, including the development of Theories of Change and logical frameworks.
  • Supervise, mentor, and build the capacity of a team of impact associates or M&E officers, managing their workloads, providing regular performance feedback, and fostering their professional development.
  • Oversee all data collection and management processes, ensuring the use of appropriate mixed-methods approaches (quantitative, qualitative, participatory) and maintaining high standards of data quality, integrity, and ethical handling.
  • Conduct and guide complex data analysis, interpreting findings from both quantitative and qualitative data to identify key trends, measure progress against targets, and generate actionable insights for program improvement.
  • Author and present clear, compelling, and insightful impact reports for a variety of audiences, including executive leadership, boards of directors, funding partners, and the public.
  • Collaborate closely with program management teams to integrate MEL findings into the program design and implementation cycle, facilitating adaptive management and evidence-based decision-making.
  • Manage relationships and coordinate with external evaluators, consultants, and academic partners to execute rigorous third-party assessments and research studies.
  • Develop and manage the budget for all monitoring and evaluation activities, ensuring efficient allocation of resources and compliance with financial guidelines.
  • Champion a culture of learning and accountability across the organization by facilitating workshops, data review meetings, and learning sessions for program staff.
  • Ensure all impact measurement and reporting activities are in full compliance with donor requirements, grant agreements, and industry standards (e.g., IRIS+, SDG alignment).
  • Design and operationalize robust data collection tools, such as surveys, interview protocols, and focus group discussion guides, ensuring they are culturally appropriate and contextually relevant.
  • Manage and maintain the organization's impact data systems and databases, working to improve data infrastructure for greater efficiency and accessibility.
  • Act as the primary point of contact for all internal and external inquiries related to the organization's impact data, methodologies, and results.
  • Translate complex statistical findings into accessible language and powerful data visualizations that tell a story and drive engagement.
  • Conduct regular field visits to program sites to provide technical support, ensure the fidelity of data collection, and gather firsthand contextual insights.
  • Lead the process of setting and tracking key performance indicators (KPIs) and programmatic targets in collaboration with senior leadership.
  • Provide critical data and impact-focused narratives to the development and communications teams to support grant proposals, donor stewardship, and public relations efforts.
  • Stay current with global best practices, innovative methodologies, and emerging technologies in the impact measurement and management (IMM) and ESG fields.
  • Manage stakeholder feedback mechanisms, ensuring that the voices and perspectives of program participants and communities are systematically captured and used to inform strategy.
  • Develop and implement data quality assurance protocols and routines to regularly audit and clean programmatic data, ensuring accuracy and reliability for all reporting.

Experience Requirements
