Core Responsibilities

Primary Functions

  • Oversee the end-to-end customs clearance process for all inbound international shipments, ensuring timely and compliant entry into the country.
  • Serve as the company's subject matter expert on all U.S. Customs and Border Protection (CBP) regulations, as well as requirements from other Partner Government Agencies (PGAs) like the FDA, USDA, and CPSC.
  • Develop and maintain strong, productive relationships with freight forwarders, carriers, and customs brokers to ensure efficient and cost-effective transportation and clearance solutions.
  • Meticulously classify imported products using the Harmonized Tariff Schedule (HTS), ensuring accuracy to determine correct duty rates and prevent compliance infractions.
  • Prepare, review, audit, and maintain a complete and accurate set of all required import documentation, including commercial invoices, packing lists, bills of lading, and certificates of origin.
  • Proactively track and monitor all international shipments from the point of origin to the final destination, providing clear and consistent updates to internal stakeholders on shipment status and ETAs.
  • Lead negotiations for freight contracts and service level agreements (SLAs) with logistics providers, constantly seeking to optimize transportation costs, transit times, and service quality.
  • Act as the primary point of contact and resolution lead for any customs-related issues, including agency holds, intensive examinations, regulatory inquiries, or shipment delays.
  • Manage and ensure the timely and accurate submission of Importer Security Filings (ISF 10+2) to prevent costly penalties and delays.
  • Oversee the complete financial cycle for import duties, taxes, and freight charges, including calculation, auditing vendor invoices, processing payments, and reconciling accounts with the finance department.
  • Develop, document, and continuously refine Standard Operating Procedures (SOPs) for the import department to drive efficiency, standardize processes, and enhance compliance.
  • Conduct regular, systematic audits of customs entries and brokerage activities to identify potential compliance risks, tariff engineering opportunities, and areas for process improvement.
  • Diligently stay informed of evolving international trade laws, sanctions, tariffs, and free trade agreements that could impact the company's sourcing strategies and import operations.
  • Manage the company’s participation and ensure ongoing compliance with special trade programs such as CTPAT (Customs-Trade Partnership Against Terrorism).
  • File and manage claims with carriers or insurance companies for in-transit losses, damages, or shortages, driving them to a satisfactory resolution.

  • Coordinate with warehouse management and distribution center teams to plan for incoming container arrivals, manage dock door capacity, and ensure a smooth inventory receiving process.

Required Skills & Competencies

Hard Skills (Technical)

  • Customs & Trade Law Expertise: Deep, practical knowledge of U.S. Customs regulations (19 CFR), HTS classification, valuation, and country of origin determination.
  • Logistics & Freight Management: Proven ability to manage relationships with and negotiate contracts for ocean, air, and drayage freight services.
  • INCOTERMS Proficiency: Thorough understanding of all International Commercial Terms and their impact on risk, cost, and title transfer.
  • ERP & TMS Systems: Hands-on experience with Enterprise Resource Planning (e.g., SAP, Oracle, NetSuite) and Transportation Management Systems for data management and visibility.

Education & Experience

Educational Background

Minimum Education:

  • Professional certifications such as a Licensed Customs Broker (LCB) or Certified Supply Chain Professional (CSCP).

Experience Requirements

Typical Experience Range:

  • Experience working directly for an importer (BCO - Beneficial Cargo Owner) in a consumer goods, manufacturing, or retail environment.
