Core Responsibilities
The daily and strategic functions of an Import Supervisor are extensive, requiring a blend of operational oversight, team leadership, and regulatory expertise.
Primary Functions
- Oversee and manage the entire lifecycle of import shipments, from booking at origin with suppliers to final delivery at the designated warehouse or facility.
- Provide daily leadership, mentorship, and professional development to a team of import coordinators and specialists, fostering a collaborative and high-performance culture.
- Ensure strict compliance with all U.S. Customs and Border Protection (CBP) regulations and the requirements of other government agencies (e.g., FDA, USDA, FCC).
- Act as the main point of contact for and manage relationships with customs brokers, freight forwarders, carriers, and drayage providers to ensure service level agreements are met.
- Proactively track and trace all inbound shipments, identifying and resolving potential delays, customs holds, or logistical issues before they escalate.
- Meticulously review and manage all import documentation, including commercial invoices, packing lists, bills of lading (ocean and air), and certificates of origin for accuracy and compliance.
- Manage and resolve complex customs issues, such as intensive exams, document discrepancies, and valuation inquiries, by working directly with brokers and CBP.
- Lead the negotiation of freight rates and service contracts with ocean carriers, air freight providers, and other logistics partners to optimize transportation spend.
- Develop, monitor, and report on key performance indicators (KPIs) including on-time delivery, transit times, freight cost per unit, and customs entry accuracy.
- Conduct regular audits of customs entry files and brokerage invoices to ensure accuracy in declared values, HTS classifications, and duty payments.
- Develop, implement, and maintain Standard Operating Procedures (SOPs) for the import department to ensure operational consistency and efficiency.
- Research and determine correct Harmonized Tariff Schedule (HTSUS) classifications for new and existing products, maintaining a central classification database.
- Manage the filing and resolution of freight claims with carriers for lost, short-shipped, or damaged goods.
- Collaborate closely with internal departments, including Purchasing, Planning, and Warehousing, to ensure import activities align with inventory needs and production schedules.
- Manage the company's participation in trade compliance programs such as C-TPAT (Customs-Trade Partnership Against Terrorism), including validations and annual reviews.
- Stay abreast of evolving international trade laws, tariffs, sanctions, and regulations to ensure the company remains compliant and to identify potential impacts on the business.
- Analyze and optimize inbound logistics networks to identify opportunities for cost reduction, lead time improvement, and enhanced supply chain resiliency.
- Oversee the accurate and timely payment of all duties, taxes, and fees to CBP and manage the company's duty drawback program if applicable.
- Serve as the subject matter expert on Incoterms, advising the Procurement team on optimal terms to use during supplier negotiations.
- Lead the onboarding process for new international vendors, ensuring they understand and can meet all shipping and documentation requirements.
Secondary Functions
- Support ad-hoc reporting requests from leadership on freight spend, carrier performance, and customs compliance metrics.
- Contribute to the development and refinement of the company's broader global logistics and trade compliance strategy.
- Collaborate with Procurement, Sales, and Warehouse teams to align import activities with overall business objectives and inventory needs.

Required Skills & Competencies
Hard Skills (Technical)
- In-depth Knowledge of U.S. Customs Regulations: Deep familiarity with 19 CFR, customs valuation, country of origin, and import requirements.
- HTSUS Classification: Proven expertise in assigning Harmonized Tariff Schedule codes to a variety of products.
- Logistics & Carrier Management: Strong understanding of global freight forwarding operations for ocean, air, and truck modes, including rate negotiation.
- Incoterms Mastery: Comprehensive knowledge of Incoterms 2020 and their application to cost, risk, and responsibility.
- Proficiency with Trade Software: Experience with Enterprise Resource Planning (ERP) systems (e.g., SAP, Oracle), Transportation Management Systems (TMS), and the Automated Commercial Environment (ACE).
- Licensed Customs Broker (LCB): This certification is highly desirable and often preferred, demonstrating a mastery of the field.
