Core Responsibilities

Primary Functions

  • Provide comprehensive administrative and operational support to the consular and diplomatic team by processing visa and passport applications, verifying required documentation, performing identity checks, and ensuring compliance with host-country and mission regulations.
  • Manage the full cycle of visa intake and adjudication support: schedule interviews, collect fees, log applications into consular databases, liaise with applicants to resolve documentation issues, and prepare case files for officer review.
  • Serve as the primary point of contact for walk-in and telephone consular inquiries, delivering timely, accurate information on travel documents, notarizations, apostilles, birth/death registrations, and emergency assistance for citizens abroad.
  • Coordinate logistics for official visits and delegations, including booking flights, hotels, ground transportation, venue arrangements, security clearances, and detailed protocol itineraries for heads of mission and visiting dignitaries.
  • Prepare and maintain accurate consular and diplomatic case records, files, and registers (physical and electronic), ensuring data integrity, confidentiality, and timely archival according to mission records management policies.
  • Draft, edit, and format briefing notes, situation reports (SITREPS), backgrounders, and short analytical summaries on local political, economic, and social developments to support diplomatic reporting and decision-making.
  • Monitor local media and partner reports, compile daily or weekly political and economic roundups, and escalate relevant incidents or trends to supervisory staff for situational awareness and policy response.
  • Liaise and coordinate with host-country government offices, police, immigration authorities, and civil registries to facilitate consular requests, emergency repatriations, legalizations, and inter-agency cooperation.
  • Conduct translations and certified translations of documents (birth certificates, marriage licenses, academic records) and provide in-person or remote interpretation for interviews, legal appointments, and official meetings as required.
  • Maintain, troubleshoot, and update consular management systems, appointment booking platforms, and internal databases; ensure accurate fee accounting, receipts issuance, and reconciliation with finance units.
  • Administer notarial and authentication services on behalf of the mission, including drafting standard notarial statements, witnessing signatures, and advising clients on document legalization processes and apostille requirements.
  • Support emergency preparedness and crisis response operations by assisting with tracking of affected citizens, coordinating evacuation logistics, compiling emergency contact lists, and contributing to contingency planning exercises.
  • Coordinate outreach and public diplomacy activities such as cultural events, information sessions, and community engagements by managing invitations, guest lists, venue logistics, and promotional material distribution.
  • Manage inbound and outbound official correspondence and diplomatic cables at the working level: receive, register, route, and archive messages; prepare routine replies; and follow up on action items.
  • Administer the mission’s small procurement and inventory for consular operations (office supplies, equipment for events, mobile kits), ensure assets are logged, and coordinate repairs or replacements with facilities staff.
  • Support visa refusal, appeal, and waiver processing by compiling documentary bases, drafting denial letters per policy guidance, and coordinating follow-up communications with applicants and legal services.
  • Assist with consular outreach for diaspora and diaspora-engagement programs by maintaining contact lists, organizing registration drives, and coordinating information campaigns on rights, services, and emergency preparedness.
  • Prepare formal protocol briefs and biographical notes for visiting officials, arrange ceremonial elements for official receptions, and ensure adherence to etiquette, precedence rules, and cultural sensitivities.
  • Facilitate shipping and customs clearance of official consignments, diplomatic pouches, and personal effects by preparing paperwork, coordinating with freight forwarders, and liaising with customs and port authorities.
  • Conduct routine quality control and compliance checks to ensure all consular actions conform to legal requirements, internal SOPs, and privacy regulations; propose process improvements to enhance service delivery and reduce processing times.
  • Provide mentorship and on-the-job training to junior administrative staff or temporary hires, share best practices for case handling, and contribute to standard operating procedure updates and team knowledge bases.
  • Support multilateral meeting logistics and documentation by preparing participant lists, badges, agendas, minutes, and by coordinating simultaneous interpretation or translation services when required.
  • Generate periodic performance and service delivery reports (e.g., number of visas processed, turnaround times, citizen assistance cases) to inform management decisions and continuous improvement efforts.

Educational Background

Minimum Education:
