Core Responsibilities

Primary Functions

  • Receive, process and maintain full booking documentation for persons entering the detention facility, ensuring all identifying information, charges, property inventories, and arresting agency details are accurate, complete, and logged into the Jail Management System (JMS) or equivalent database.
  • Prepare and process inmate release paperwork, including bail receipts, court-ordered releases, transfer documents, and discharge summaries, verifying identity and legal authorization prior to release.
  • Maintain and update detainee records and daily rosters, reconcile paper files with electronic records, and ensure corrections to records are documented and approved according to procedure.
  • Manage the intake and inventory of inmate personal property and evidence on booking and release, labeling, securing, and recording chain-of-custody information consistent with agency policy.
  • Verify warrants, court orders, and holds against local, state and national systems (e.g., NCIC/TCIC) and notify supervisory staff of any positive hits or conflicting legal instructions.
  • Control access to confidential detention records, enforce retention and destruction schedules, and process public records / Freedom of Information Act (FOIA) requests in accordance with applicable law.
  • Prepare, route and file legal documents, subpoenas, transport orders and court notifications; coordinate scheduling and paperwork for inmate court appearances and transports.
  • Run criminal history checks, fingerprinting and live-scan submissions when required, ensuring prints and biographic data meet jurisdictional and evidentiary standards.
  • Reconcile daily cash receipts, bail transactions, commissary deposits, and other inmate financial transactions, prepare deposit slips and provide detailed receipts while maintaining accurate ledgers.
  • Generate and distribute routine and ad hoc reports for command staff, courts, prosecutors, and agencies, including booking statistics, release logs, incident summaries and audit documentation.
  • Coordinate with deputies, booking officers and transport personnel to ensure timely and accurate paperwork accompanies detainees across shifts and between agencies.
  • Administer incoming and outgoing mail for inmates consistent with security rules; screen, log and distribute authorized mail and process contraband findings per policy.
  • Manage scheduling and documentation for inmate medical, mental health, and legal visits, ensuring proper verification and adherence to facility policies.
  • Maintain continuity of records across shift changes by preparing shift logs, data backups, end-of-day reports and secured file handoffs between clerks.
  • Enter and maintain detailed incident narratives and administrative documentation from booking, intake interviews and release statements; produce transcripts or copies for court as requested.
  • Conduct periodic audits of records, files, and system entries to detect errors or omissions, implement corrective actions, and prepare documentation for internal and external audits.
  • Serve as the primary point of contact for external records requests from courts, attorneys, law enforcement agencies and family members; verify identity and authority before releasing information.
  • Train and mentor newer clerical staff and deputies on recordkeeping procedures, system entry standards, evidence handling and confidentiality obligations.
  • Maintain and troubleshoot office systems related to records processing (printers, scanners, FIR/ID equipment) and coordinate repairs or software updates with IT support.
  • Ensure compliance with state and federal statutes pertaining to detention records, juvenile confidentiality (when applicable), HIPAA considerations for medical records, and local policies governing corrections documentation.
  • Prepare and execute chain-of-custody documentation for property and evidence transitions to courts or evidence storage facilities, ensuring continuity and defensibility in legal proceedings.

Secondary Functions

  • Provide administrative support to the jail administration including typing correspondence, compiling statistics, and assisting with budgetary documentation related to records operations.
  • Support cross-functional requests from human resources, payroll and facility maintenance by providing inmate and shift data as needed for operations and staff scheduling.
  • Participate in emergency response coordination by tracking detainee status during incidents, facilitating rapid access to records, and supporting reunification processes after evacuations.
  • Assist in the continuous improvement of records policies and the development of standard operating procedures (SOPs) that increase accuracy and minimize legal risk.
  • Coordinate with external agencies (prosecutor’s office, public defender, probation, social services) to ensure timely exchange of court documents, extradition paperwork and transfer authorizations.
  • Maintain a secure archive of closed records and support retrieval requests for historical case files, including preparation of certified copies for legal proceedings.
  • Assist in preparing documentation and evidence packages for criminal prosecutions and provide certified records to courts upon request.
  • Support accreditation and compliance activities by compiling required documentation, reports and records demonstrating adherence to standards.

Required Skills & Competencies

Hard Skills (Technical)

  • Proficient use of Jail Management Systems (JMS), Corrections Record Systems, or equivalent RMS/CAD interfaces for booking, release and roster management.
  • Strong data entry accuracy and speed with experience using Microsoft Office (Excel, Word), PDF management and electronic forms.
  • Knowledge of NCIC/TCIC queries, warrant confirmations and basic criminal history search procedures.
  • Experience with fingerprint capture systems, live-scan technology and chain-of-custody documentation standards.
