Core Responsibilities

Primary Functions

  • Manage intake and release processes: perform inmate booking, fingerprinting, photographing, secure storage of personal property, verify identity against warrants and databases (NCIC/AFIS), and complete all intake paperwork accurately to maintain chain of custody and legal compliance.

  • Maintain continuous CCTV, video recording and radio communications: monitor cameras, operate recording equipment, retrieve footage for incidents, and communicate effectively with supervisors and first responders during incidents.
  • Execute cell, personal property, and contraband searches using approved search protocols, metal detectors, and body scanners; document finds and secure evidence consistent with chain-of-custody procedures.
  • Administer first aid/CPR/AED and respond to medical and mental health emergencies until medical professionals arrive; document medical incidents and coordinate transports to external medical facilities when necessary.
  • Enforce facility rules and behavior management plans; intervene using approved de-escalation, restraint and defensive tactics techniques, escalating to supervisor or medical/mental health staff as required.
  • Prepare clear, timely, and legally defensible written reports for incidents, use-of-force, disciplinary actions, and daily logs; supply documentation to investigators, courts, and supervising officers.
  • Oversee inmate classification tasks: update records, assist with housing decisions, manage segregation and protective custody placements, and support caseworkers with required documentation.
  • Support court-related duties: coordinate inmate court transports, prepare transport manifests, secure restraints per policy, and testify or provide records in court proceedings when requested.
  • Maintain and calibrate security devices and equipment: check locks, restraints, radios, CCTV systems, body scanners, and emergency alarms; report or coordinate repairs to facility maintenance.
  • Monitor and manage inmate commissary, mail processing, and package intake; screen mail for contraband, log receipts, and coordinate distribution according to policy.
  • Assist with medication distribution and medical escort duties under the supervision of licensed medical staff or per facility protocol; document medication administration and discrepancies.
  • Conduct orientation and initial classification interviews with newly admitted inmates, collecting demographic, medical, mental health and risk information to support safety and classification decisions.
  • Facilitate and supervise inmate movement for meals, recreation, programs, work details, education, and medical appointments, ensuring security and adherence to schedules.
  • Coordinate with external agencies: local law enforcement, probation, social services, courts, and mental health providers to exchange records, arrange transports, and support case coordination.
  • Participate in, and sometimes lead, emergency response drills (fire, medical, escape attempts, hostage situations), ensuring compliance with emergency operations plans and post-event after-action reporting.
  • Maintain inventory, ordering, and distribution of security and medical supplies, uniforms, and sanitation materials; document supply usage and recommend budgetary needs.
  • Support investigative activities by assisting internal affairs or criminal investigators with witness statements, evidence collection, video exports, and incident reconstruction.
  • Provide direct supervision and mentorship to volunteer staff, junior technicians, and temporary personnel assigned to intake, transport, or records duties, ensuring policy compliance and training reinforcement.
  • Perform booking-related lab tasks such as specimen collection coordination (e.g., DUI, narcotics testing) and secure transfer to lab or evidence lockers per legal chain-of-custody rules.
  • Maintain professional relationships with inmates to encourage compliance, identify behavior changes, and refer needs to social work or mental health staff, applying crisis intervention principles.
