Core Responsibilities

Primary Functions

  • Manage the entire juror lifecycle, from the initial summons process and qualification to orientation, trial assignment, and final dismissal, ensuring a seamless and positive experience for all participants.
  • Administer the automated Jury Management System (JMS), ensuring the integrity and accuracy of all juror data, processing updates, and generating comprehensive reports for court leadership.
  • Serve as the primary public-facing representative for jury services, professionally and courteously answering a high volume of inquiries via telephone, email, and in-person regarding service obligations, deferrals, and disqualifications.
  • Generate, proofread, and oversee the mass mailing of juror summonses and questionnaires, meticulously tracking responses and managing follow-up communications.
  • Critically evaluate and process juror requests for postponement, excusal, or disqualification based on statutory requirements and court policies, exercising sound judgment and discretion.
  • Coordinate all logistical aspects for jury selection days, including preparing the jury assembly room, managing juror check-in, and delivering clear, comprehensive orientation presentations.
  • Collaborate closely with judges, judicial assistants, and attorneys to anticipate and fulfill jury panel needs for upcoming civil and criminal trials, ensuring courtroom readiness.
  • Prepare and maintain accurate daily, weekly, and monthly statistical reports on juror utilization, attendance, yield rates, and demographic composition for analysis by court administration.
  • Actively facilitate the voir dire process by assembling qualified juror panels in the courtroom, efficiently managing juror movement, and accurately recording peremptory and for-cause challenges.
  • Ensure strict and unwavering compliance with all local, state, and federal statutes, rules, and procedures governing the selection, qualification, and management of jurors.
  • Process and manage juror payments and expense reimbursements, ensuring the timely and accurate compensation for service and travel in accordance with established fee schedules.
  • Uphold the highest standards of confidentiality and security for all juror information, court records, and sensitive trial-related data.
  • Develop, review, and update juror orientation materials, including informational handbooks, presentations, and website content, to ensure information is current, clear, and accessible.
  • Proactively troubleshoot and resolve a wide range of issues that may arise during jury service, such as juror absences, conflicts, or medical emergencies, in a calm and professional manner.
  • Prepare and certify official lists of qualified jurors for both grand jury and petit jury pools according to rigorous procedural timelines.
  • Conduct all post-trial processing for jurors, including the completion of service records, distribution of confirmation letters, and management of any follow-up communications or exit surveys.
  • Liaise with external government agencies, such as the Department of Motor Vehicles and voter registration offices, to obtain and merge source lists for creating the master jury wheel.
  • Provide direct and reliable administrative support to the Clerk of Court and Court Administrator on all jury-related projects, reports, and initiatives.
  • Schedule and coordinate all logistics for sequestered juries in high-profile cases, including arranging secure lodging, transportation, meals, and communications protocols.
  • Train and supervise temporary staff or court volunteers assisting with large-scale jury check-in, data entry, and other administrative tasks during peak periods.

Secondary Functions

  • Support ad-hoc data requests and exploratory data analysis from court leadership regarding juror demographics and trial statistics.
  • Contribute to the organization's continuous improvement efforts by recommending enhancements to jury management processes and procedures.
  • Collaborate with business units and IT staff to troubleshoot and enhance the functionality of the jury management system.
  • Participate in sprint planning, departmental meetings, and agile ceremonies to contribute to the strategic goals of court operations.

Education & Experience

Educational Background

Minimum Education:

An Associate's Degree or an equivalent combination of relevant education and professional experience.

Experience Requirements

Typical Experience Range:

2-5 years of progressively responsible administrative experience, preferably in a court system, law office, government agency, or similar professional environment.

Direct experience working as a Jury Clerk, Deputy Court Clerk, or in a similar role involving extensive public contact and the application of complex rules and procedures is highly desirable. Experience in a high-volume customer service or case management role is also a significant asset.
