Core Responsibilities
Primary Functions
- Oversee the entire lifecycle of jury management, from generating master juror lists and issuing summonses to processing juror responses and managing attendance.
- Plan, organize, and direct the daily operations of the jury services department, including supervising and training jury office staff and temporary personnel.
- Serve as the court's subject matter expert on all jury-related statutes, rules, and procedures, ensuring full compliance with state and local laws.
- Conduct comprehensive juror orientation sessions, clearly and professionally explaining the judicial process, trial procedures, and the duties and responsibilities of a juror.
- Manage and respond to a high volume of inquiries from prospective jurors via phone, email, and in-person, addressing questions regarding service, excuses, postponements, and disqualifications with tact and accuracy.
- Review and make determinations on juror requests for excusal, deferral, or disqualification based on established statutory guidelines, exercising sound judgment and discretion.
- Coordinate the logistical needs for jury selection (voir dire), ensuring jury panels are assembled and delivered to the correct courtrooms in a timely manner.
- Utilize and maintain the court’s Jury Management System (JMS) to accurately track juror service, manage communications, and generate panels.
- Prepare, verify, and process juror payroll, calculating attendance and mileage payments accurately and ensuring timely disbursement.
- Maintain and safeguard the confidentiality and security of all juror records, master lists, and personal information.
- Act as the primary point of contact for judges, court staff, and attorneys on all matters concerning juror availability, panel status, and scheduling.
- Develop and update procedural manuals, juror handbooks, and orientation materials to ensure they are current, clear, and effective.
- Generate and analyze detailed statistical reports on juror utilization, demographics, yield rates, and other key metrics for court administration.
- Manage the physical environment of the jury assembly room, ensuring it is a secure, comfortable, and professional waiting area for citizens.
- Troubleshoot and resolve complex or sensitive issues that arise during jury service, including juror misconduct, medical emergencies, or conflicts.
- Coordinate the complex logistics for sequestered juries, including arranging for lodging, meals, transportation, and security in collaboration with court security personnel.
- Prepare and maintain the qualified and master jury wheels in accordance with statutory timelines and procedures.
- Assist judges and attorneys during the voir dire process by tracking peremptory challenges and challenges for cause.
- Respond to and resolve complaints from the public, attorneys, or jurors regarding jury service, employing de-escalation and problem-solving techniques.
- Participate in the development of the jury services budget and monitor expenditures to ensure responsible use of public funds.
