Core Responsibilities

Primary Functions

  • Manage the entire entitlement process for new and existing projects, including master plans, zoning applications, preliminary and final plats, and securing all necessary development permits from municipal, county, state, and federal agencies.
  • Lead the due diligence process for potential land acquisitions, conducting comprehensive feasibility studies to analyze site constraints, utility availability, environmental concerns, zoning and entitlement risk, and preliminary development costs.
  • Develop, manage, and meticulously track multi-million dollar project budgets, including all hard and soft costs from initial land purchase through final acceptance of public improvements, and prepare regular financial reports for senior leadership.
  • Create and actively maintain detailed project schedules using software like MS Project, ensuring all critical path milestones for design, permitting, bidding, and construction are met to support the company's business plan.
  • Solicit proposals, negotiate contracts, and manage a diverse team of external consultants, including civil engineers, surveyors, landscape architects, environmental specialists, geotechnical engineers, and land use attorneys.
  • Provide direct oversight for all horizontal construction and site improvement activities, such as mass grading, installation of wet and dry utilities (water, sewer, storm, gas, electric), road paving, and amenity construction.
  • Serve as the company's primary representative and relationship manager with government officials, planning staff, engineering reviewers, and elected bodies, including presenting projects at public hearings and community meetings.
  • Coordinate seamlessly with internal departments—including Land Acquisition, Finance, Legal, and Vertical Construction/Homebuilding—to ensure project goals are aligned and transitions between phases are smooth.
  • Champion the value engineering process during the design phase, working with consultants to identify cost-saving opportunities without compromising quality, functionality, or long-term durability.
  • Manage the bidding, award, and administration of construction contracts with site contractors, ensuring all work complies with approved plans, specifications, and safety standards.
  • Proactively identify and resolve complex issues that arise during development, such as unforeseen site conditions, regulatory changes, or utility conflicts, by devising creative and timely solutions.
  • Oversee the entire bond and letter of credit process, from initial posting for site improvements to diligent follow-up with municipalities to secure bond releases and reductions in a timely manner.
  • Facilitate the establishment and initial management of Homeowners' Associations (HOAs) or Property Owners' Associations (POAs), including developing initial budgets, drafting community guidelines, and overseeing the turnover process.
  • Conduct regular site visits to monitor construction progress, ensure quality control, approve contractor pay applications, and enforce safety protocols across the job site.
  • Prepare and maintain a wide array of project documentation, including progress reports, change orders, RFIs, submittals, and financial forecasts for executive review.
  • Drive the final close-out of projects, ensuring all punch-list items are completed, as-built drawings are submitted, and all municipal requirements for project acceptance are fulfilled.
  • Negotiate and execute agreements with utility providers for the design and extension of services to the project site, managing the timeline for installation and energization.

  • Assist the Land Acquisition team by providing preliminary development budgets, conceptual site plans, and timeline estimates for properties under consideration.
  • Collaborate with the Marketing and Sales departments to provide accurate information on community features, development schedules, and amenity completion dates.
  • Contribute to the division's strategic planning efforts by identifying market trends, tracking competitor activity, and assessing future land development opportunities.
  • Participate in industry associations and maintain a strong professional network to stay current on best practices, new regulations, and emerging technologies in land development.

Required Skills & Competencies

Hard Skills (Technical)

  • Civil Engineering & Site Design: Deep understanding of civil engineering principles related to grading, drainage, utilities, and transportation design.
  • Entitlement & Zoning Expertise: In-depth knowledge of land use law, subdivision map acts, CEQA/NEPA, and the political/procedural aspects of securing development approvals.
  • Financial Acumen & Pro Forma Analysis: Ability to create, manage, and forecast complex project budgets and analyze the financial feasibility of a project.
  • Project Management Software: High proficiency with scheduling tools (e.g., MS Project, Primavera P6) and project management platforms (e.g., Procore, Bluebeam).
